Corona Virus Update Regarding Building Inspections Services
June 17, 2020 Revised Notice Update on COVID-19 Services
The Department of Building Construction and Inspections office at the West Government Center on 4301 E. Parham Rd. remains closed to the public. The Building Official, Deputy Building Official, Administrative Assistant and agency supervisors are in the office daily to facilitate the management of permit drop stations, permit deliveries to customers, PPE distribution to staff and coordination of agency functions that cannot be performed remotely.
Permit Applications: A drop station has been placed in front of the Administration Building for filing building and trade permit applications. Cash or checks are not being accepted with permit applications left at the drop station. Applicants are contacted by staff regarding arrangements to pay the required permit fees. Customers will be notified by email and/or phone with instructions for picking up permits that have been approved and issued. Building and trade permit and plan review services will be performed by staff from the Western Government Center and telework locations. Plan review and clerical staff report to the office on a rotating schedule to allow completion of desk work, plan routing and similar activities. Staff rotations will include full days by one staff in each division beginning Monday, June 15th. Staff attendance will transition to occupancy of every other office workstation on July 6th. Communications with customers will continue via cell phone and email. All permit/plan review services are currently being delivered within advertised turnaround times. Inspections: All inspectors are conducting field inspections and observing CDC guidelines for social distancing, wearing face coverings and frequent handwashing. Effective June 22nd, inspectors will return to performing requested inspections within occupied dwellings. Inspectors will continue to use photos or video formats for inspecting limited scopes of work in occupied dwellings when either CDC guidelines cannot be met, or property owners are uncomfortable with allowing entry to perform the inspection. Inspectors have been instructed to communicate with customers about flexible and creative options for completing inspections, while also emphasizing the importance of accountability and maintaining their personal safety. Inspection staff has been instructed to not perform inspections where individuals have either tested positive, been exposed to, or are symptomatic of the COVID-19 virus. An inspector refusing to perform an inspection does not waive the building code mandate to obtain required inspections (e.g. prior to installing any concealing materials, finals, etc.). See additional information below for using third party inspection resources as an option for completing these required inspections.
The Residential Inspection Surcharge Fee for new single-family dwellings is reinstated effective July 1st. The surcharge will apply to permits issued on July 1st and later. The surcharge fee applies after all final inspections are completed and prior to issuance of the Certificate of Occupancy. The fee reinstatement will be explained in the annual notice that is provided to permit applicants at the beginning of each fiscal year.
Third-Party Inspections: The previous authorization for customers to use third-party inspectors to inspect work within the interior spaces of an occupied dwelling unit, without prior approval, is rescinded effective June 22nd . The use of approved agencies to perform Residential Footing Inspections remains in effect based on the existing policies and procedures for such inspections. The use of third party inspections services for any inspections other than those listed above shall be approved by the Department of Building Construction and Inspections prior to conducting the inspection, in accordance with our published Third Party Inspection Policy.
Maintenance Code Inspections: Effective June 22nd, inspectors will return to performing complaint inspections within occupied dwellings while observing CDC guidelines for social distancing, wearing face coverings and frequent handwashing. Inspection staff has been instructed to not perform inspections where individuals have either tested positive, been exposed to, or are symptomatic of the COVID-19 virus. Fats, Oils and Grease (FOG) inspections of commercial foodservice establishments are suspended until occupancy restrictions are lifted.
