The mission of the Department of Building Construction and Inspections (“Department”) is to assure that all buildings, structures and related equipment are constructed, installed and maintained in compliance with the standards contained within the Virginia Uniform Statewide Building Code (USBC) and the Henrico County Code. Therefore, the Department is a code enforcement agency. The USBC requires owners or contractors to submit permit applications, obtain permits, and pass inspections of the completed work. When a permit application is submitted, the Department reviews the application for compliance with the USBC and either approves the application and issues a building permit or requires revisions before issuing a permit.

Once the Department issues the permit, the applicant can begin work. As work is completed, the owner or contractor is responsible for scheduling inspections by the Department. Depending on the work being performed, inspections of structure subsystems, e.g., plumbing, electrical, foundations, may be necessary and must be performed before the work is covered up.
