Federal Block Grant Programs

Henrico County receives federal entitlement monies annually from two programs:

Community Development Block Grant (CDBG)

HOME Investment Partnerships Program 

Environmental Assessment Notice of Significant Impact and Notice of Intent to Request Release of Funds: The Notice of Intent to Request Release of Funds is submitted to the United States Department of Housing and Urban Development (HUD) to release HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the development of Carter Woods III. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Henrico County Department of Community Revitalization.

Notice of Intent to Request Release of Funds for Tiered Projects and Programs: The Notice of Intent to Request Release of Funds is submitted to the United States Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the Small Business Revolving Loan Fund Program and the Enterprise Zone Grant Program

Henrico County submitted the 2023 Annual Action Plan (AAP) to HUD on August 3, 2023. The 2023 AAP is for the program year beginning October 1, 2023 and contains a list of programs being funded.
