Adult Protective Services (APS)

APS investigates reports of abuse, neglect, and exploitation of adults aged 60 and over and incapacitated adults over 18 years of age. The goal of APS is to protect a vulnerable adult’s life, health, and property without a loss of liberty. When this is not possible, APS attempts to provide assistance with the least disruption of lifestyle and with full due process, protection, and restoration of the person’s liberty in the shortest possible period of time.  If protective services are needed and accepted by the individual, APS may arrange for a wide variety of services to stop the mistreatment or prevent further mistreatment.

Adult Services Program

The Adult Services programs assist adults with an impairment who need services or support to enhance self-sufficiency and improve their quality of life. Services offered include:

  • Long-Term Care Services and Support (LTSS) Screenings
  • Assisted Living Facility (ALF) assessments and reassessments
  • Home-based services (Companion)
  • Review of annual guardian reports

Services help adults remain as independent as possible, preferably in their own home. The goal is to strengthen appropriate family and social supports and reduce the need for institutional placement.

Long-Term Care Services and Support (LTSS) Screenings: 

Medicaid’s Long Term Care waiver screening is used to determine eligibility for care in a nursing facility, home-based care, or community-based care.  Screenings are open to all ages and there are no requirements to receive a screening.  To receive waiver funded services, individuals must meet eligibility criteria and have long-term care Medicaid.  Select any of the links below to see more information and resources.

Assisted Living Facility (ALF) assessments and reassessments:

Virginia’s Auxiliary Grant (AG) is an income supplement for individuals who receive Supplemental Security Income (SSI) and certain other aged, blind, or disabled individuals who reside in a licensed assisted living facility (ALF).  The Auxiliary Grant is used to cover the difference between the individual’s monthly SSI the ALF maximum monthly rate set by the state.  Prior to admission to an ALF, an individual must be assessed by their local department of social services or another qualified assessor.  Reassessments are completed annually thereafter.  To request an assessment contact Service Intake at 501-7346.

Home-based services (Companion)

Companion Services are performed by an individual who assists individuals who are still functional in their home but need additional supports, such as assistance with household tasks, so they can maintain stability in their home. Services are dependent on availability of funding.  To apply contact Service Intake at 501-7346.

Individuals must meet general, financial and living arrangements eligibility requirements such as:

  • At least 18 years old, AND
  • Physical & mental capacity is diminished to the extent that the individual needs counseling or supervisory assistance, or assistance with activities of daily living (ADL) or instrumental activities of daily living (IADL), AND
  • where there is no one available to provide the needed services without cost, AND
  • Home-Based Care services will be provided to Supplemental Security Income (SSI) and Income Eligible individuals when no other service is available, AND
  • Gross household income does not exceed 50 percent of the State Median Income Limit. 

Review of annual guardian reports

Court-appointed guardians of an incapacitated adult living in Henrico County must submit reports to Henrico Department of Social Services.  For information about reporting requirements please view the Guardian and Conservator Pamphlet or contact Circuit Court.  Reports are reviewed to determine that the incapacitated adult’s needs are met and if there are any concerns regarding abuse, neglect, and/or exploitation.
