Public Surplus Auctions and Sales

Henrico County Code states that all sales of surplus property shall be sold on the basis of (1) competitive bids or (2) public auction or (3) firm price offered to all persons wishing to participate in the sales. The Purchasing Division is charged with ensuring responsible disposal of all surplus vehicles, equipment and supplies which is no longer needed by the County or the school system. The disposal of unclaimed personal property collected by the Division of Police will also be sold.

 Surplus Property Sale

The County of Henrico, Virginia accomplishes the sale of surplus personal property through various methods, including, competitive sealed bidding, public auction, firm price offered to all persons wishing to participate in the sale, and negotiations with other units of local government.  The County uses whichever method is believed by the Purchasing Director to provide the greatest revenue for the County.

Currently the County utilizes the public auction services of Motley’s, Inc. (https://www.motleys.com/) for the auction of most vehicles and heavy equipment, while GovDeals, Inc. (https://www.govdeals.com/), an online government surplus marketplace, is utilized for the auction of other County surplus property.  In cases where surplus property is offered for sale at a firm price, the County conducts a property sale at the Surplus Property Warehouse.  In these instances, property is first offered to taxpayers and residents of the County before it is offered to the general public.  Firm price sales are conducted on an “as needed” basis and are announced on the County’s Purchasing webpage and in the Richmond Times Dispatch.  When firm price sales are required, the sale will occur between 8:00 a.m. and 4:00 p.m. at the Surplus Property Warehouse located at 4323 Carolina Avenue, Building D, Richmond, VA 23222.  The next Surplus Sale will be held November 7, 2023. The firm price sale will be open to taxpayers and residents of the County of Henrico from 8:00 a.m. to noon, and will be open to the general public from noon to 4:00 p.m.  Acceptable forms of identification to verify a Henrico County taxpayer/resident include:

  • Driver’s license with a zip code within Henrico County,
  • Henrico real estate tax bill,
  • Henrico personal property tax bill,
  • Henrico utilities bill, and
  • Henrico voter registration card.

Acceptable payments for firm price sales are cash and check.  All purchased property must be removed by 4:30 p.m. on the day of the sale unless arrangements are made with the Surplus Property Administrator for an alternate pickup time and date.

All surplus property sales are final with items sold “as is, where is, no warranty”.  No refunds, returns or exchanges will be available.
