Build Henrico to launch new online services for planning, other development applications Tuesday

Developers, home builders and others planning residential, commercial or industrial construction projects in Henrico soon will be able to use the county website to submit plans, receive and review comments, apply for rezoning of a property and conduct other development-related business. 

A planning and development section, the final component of Build Henrico, will be available beginning Tuesday, Nov. 14. With its launch, the county will wrap up a multiyear effort to provide a web-based system for services that historically have been conducted in person and reliant on paper transactions.   

Build Henrico launched in 2021 with an online reporting system for zoning code enforcement and community concerns, such as potholes and properties with tall grass and weeds, and with a platform that enabled customers to apply for building, electrical and other permits and schedule construction inspections. Customers maintain a personal account in a customer portal to pay fees and manage their activities.

Additional components of Build Henrico include a help page with training videos and documents to guide customers as they create an account and navigate features on the site.

The new section for planning and development will free developers and others from delivering sets of paper plans to Henrico’s government centers for review by county staff. Customers will be able to use the platform to fill out and submit applications for the range of planning and development activities, such as plans of development, subdivisions, site and construction plans, and applications for rezoning, provisional-use permits and variances. Updates on reviews and comments by staff and other services also will be available through the customer portal.   

 Development of Build Henrico got underway in 2018 and incorporates the efforts of more than 300 staff in 17 county agencies. The enterprise project is designed to transform how the county interacts with the public and conducts business with its customers.
