About Us

Located in Central Virginia, Henrico County is approximately 245 square miles in size and has a population of more than 330,000. We are bordered by the City of Richmond, and the counties of Charles City, Chesterfield, Goochland, Hanover and New Kent.

Two major Interstate highways run through the County. Interstate 95 is a major North/South highway and is one of the busiest roads in the Country. Interstate 64 is an East/West highway ending in the Tidewater area of Virginia. Richmond International Airport is located in the County.

Our History

The first mention of “communications” among public safety personnel in Henrico County was in February 1941 when the first two-way radio system was installed in two Henrico Police vehicles. Dispatch of calls for service were handled through the Richmond Bureau of Police.

On August 30, 1954, Henrico County’s first two-way radio station began operations from the Dabbs House (3812 Nine Mile Road). This marked the beginning of communications for Henrico Police and Fire Operations being controlled and calls for service being dispatched by Henrico Police personnel. Police officers would serve as dispatchers initially, however, between 1954 and 1961, civilians were employed as dispatchers. In 1962, Ms. M. Broaddus was the first person to serve in the position of Office Manager and supervisor of all civilian dispatchers and clerical personnel in the Division. This is the first factual reference that civilian dispatchers existed.

Advancements in technology and radio communications helped evolve what the Emergency Communications Center looks like today. In September 1999, all dispatchers were moved into the new communications center on the top floor of the Public Safety Training Center (7701 E. Parham Road). Digital communications began operations from the site and have had a series of upgrades since then.

On July 1, 2023, Communications officially became its own public safety agency in the county and was renamed the Henrico County Department of Emergency Communications.

With an authorized complement of more than 90 personnel, the Chief of Emergency Communications is the chief communications officer in the County. The Chief is appointed by the County Manager.
