Henrico taps Yob for deputy county manager post

Henrico County has appointed Steven J. Yob as deputy county manager for community operations, effective March 28.

Yob, who currently serves as director of Henrico’s Department of Public Works, will succeed Timothy A. Foster in the position. Foster is retiring after a career of more than 30 years with the county.

As deputy county manager for community operations, Yob will oversee the Division of Recreation and Parks, the Henrico office of the Virginia Cooperative Extension, and the departments of Public Utilities, Public Works and Real Property. Combined, the agencies employ more than 770 staff and have budgets totaling more than $143 million for the 2020 fiscal year.

 A member of the county staff since 2001, Yob began his Henrico career as a division director in Public Utilities. He also served as assistant director of Public Works before becoming director of the department in 2012.  

 Yob received a bachelor’s degree from Michigan State University, a Master of Science degree in civil/geotechnical engineering from Michigan State and a Master of Business Administration degree from Virginia Tech. He is a registered Professional Engineer in the Commonwealth of Virginia and serves as vice chairman of the Henrico Local Emergency Planning Committee.
