Cobbs Creek Reservoir is a regional water supply project Henrico County is designing to provide water to our customers for the next 50 years.  This project is located on 1100 acres in Cumberland County, VA.

Henrico County has completed Phase I of the project, which was acquisition of all the properties.  County staff worked with 22 property owners to purchase the needed property.  The cost of the acquisitions totaled $9.8 million, about $1 million under budget.

Currently, Henrico County has bid Phase II of the project.  Phase II will see contractors clearing the new utility corridor that will allow Colonial Pipeline Company and Dominion Virginia Power to move their existing utilities from the reservoir pool to outside the reservoir footprint.  Phase II will also see a communication tower to be erected and a new road system built.

Phase III of the project is projected to begin in 2017 and will include the building of 2 earthen dams and all the facilities which will support this massive facility.

Henrico County is required to submit a Buffer Management Plan for approval to Virginia’s Department of Environmental Quality (DEQ) and Corps of Engineers.  Below is a draft copy of our Buffer Management Plan:
