Summary of Actions Taken by the Board on November 9, 2004

 

Mrs. O’Bannon led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Chaplain Tony McDonald, Henrico County Jail, provided the invocation.

 

The Board approved the minutes of the October 26, 2004 Regular and Special Meetings.

 

MANAGER’S COMMENTS

Shelly Poole, a resident of the Three Chopt District who was introduced as the 2004 Henrico Christmas Mother, offered an update on the 2004 Christmas Mother Program.  Joining her were the Chair and Co-Chair of the County Government Christmas Mother program, Barbara Poole of the County Manager’s Office and Nancy Drumheller of the Department of Public Utilities.  Mrs. Shelly Poole projected that the Christmas Mother program would assist about 1,500 families this year.

 

PUBLIC COMMENTS

Curtis Cornell, a resident of the Brookland District, reiterated his dismay regarding the County’s enforcement of the Building Code, which resulted in the demolition of a house on his property in July 2003. 

 

Jerry Woodard, a resident of the Brookland District, asked the Board to consider slowing down rezoning cases until the School Board could resolve school overcrowding and redistricting issues.

 

BOARD OF SUPERVISORS’ COMMENTS

In response to Mr. Woodard’s concerns, Mr. Glover pointed out that the Board of Supervisors has no input into the process of establishing school boundary lines but noted that he hoped the School Board would revisit the boundaries for Hungary Creek Middle School. 

 

In response to Mr. Cornell’s concerns, Mr. Glover stated that he had not personally been involved in the decision to demolish Mr. Cornell’s house and would not have supported such action if the County Administration had consulted with him in advance.

Mrs. O’Bannon recognized the following students from Douglas S. Freeman High School, who were observing the meeting for their Government class:  Sarah Anthes, Chelsea Curwen, Clark Jeffrey Daly, Jr., Isaiah Hamlin, Julia Reinsenwitz, and Ashley Tabb.  She also recognized Preston Carter, a student at J. Sargeant Reynolds Community College, and Lauren Shea, a student at the University of Richmond who was covering the meeting for her public affairs reporting class.

Mrs. O’Bannon recognized Michael Steeves from Boy Scout Troop 799, sponsored by Trinity United Methodist Church, who was observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge. 

 

RECOGNITION OF NEWS MEDIA

Mrs. O’Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, Jonathan Spiers of the Henrico County Leader, and Kim Schumacher and Robert Washington Anderson of WRIC-TV 8.  She announced that this was Ms. Johnson’s last meeting reporting on the Board of Supervisors and noted that Ms. Johnson was moving to St. Petersburg, Florida.
