This project will continue development for community recreation facilities and a tournament-level sports complex known as Glover Park (previously Greenwood Park) located on Greenwood Road in Glen Allen.

Phase I of the park included a master plan of development for the original 90 acres of park land. Subsequent construction within this footprint included development of over 10-acres of lighted synthetic turf athletic fields with organic infill.  The complex you see today includes these fields as well as sand volleyball courts and supporting facilities such as a large central restroom and parking.  Due to heavy demand for parking, an additional bay of parking was added after construction was complete. The total cost of Phase I, including design and the parking expansion, was approximately $14M.

Phase II development was approved by Henrico voters on the 2016 General Obligation Bond Referendum for an additional $20M.  The actual allocation of these funds is spread over two fiscal years, with $10M available in July 2018 and the remaining $10M allocated in July 2019.

The current master plan is being revisited and amended before any Phase II improvements occur.  Henrico County has acquired over 100 acres of park property, through purchase and donation, since the master plan was first adopted. Glover Park now totals 209 acres. The master plan process for phase II began in the fall of 2019 with a series of community meetings.  An amended master plan was adopted by the Board of Supervisors in Feb 2020.  

Revised Master Plan Process

CHA Consulting, Inc. was hired to provide design and engineering services for master planning as well as architectural and engineering services required to continue development of Glover Park. The professional services include all required engineering and consulting services to complete planning, environmental research, permitting, construction documents and construction administration for Phase II development.

As part of the master plan, CHA will conduct wetland and topographic surveying and provide a full assessment of traffic impacts and off-site road and utility issues. This master plan will determine the path for proposed development and include probable construction costs and a future project schedule.

In general, the concept for continued development includes a combination of additional high-end athletic fields as well as more passive, community-oriented recreational facilities like trails, playgrounds, and shelters.  These items were identified as a community priority in the original plan, but we want to revisit this topic in full given how much has changed with the park and the surrounding area since 2015.  These changes include the realignment and extension of Woodman Road as well as the doubling of the park acreage.

Amended Phase II Master Plan

In 2021, Henrico County acquired over 6 acres of former farm land at the end of Bent Pine Road. This purchase allowed for improvements to the proposed park road connection to the Woodman Road extension, which opened in late summer 2022. This purchase also allowed for some of the amenities to shift; improving the use and layout of the park and reducing wetland impressions.

The Glover Park Phase II Amended Master Plan is going through a public comment period and Plan of Development (POD) review to be adopted by the Henrico County Board of Supervisors in fall 2022. In the meantime, CHA Consulting is continuing the U.S. Army Corps of Engineers wetland permit process. Recreation & Parks expects to bid the project in 2023 and open the new phase of development in 2025. There will be no disruption of activities in the existing park while new development proceeds.
