This project will continue improvements for a tournament-level sports complex known as Glover Park (previously Greenwood Park) located on Greenwood Road in Glen Allen.

Phase I of the park included a master plan of development for the original 90 acres of park land. Subsequent construction within this footprint included development of over 10-acres of lighted synthetic turf athletic fields with organic infill.  The complex you see today includes these fields as well as sand volleyball courts and supporting facilities such as a large central restroom and parking.  Due to heavy demand for parking, we added an additional bay of parking after construction was complete. The total cost of Phase I, including design and the parking expansion, was approximately $14M.

Phase II development was approved by Henrico voters on the 2016 General Obligation Bond Referendum for an additional $20M.  The actual allocation of these funds is spread over two fiscal years, with $10M available in July 2018 and the remaining $10M allocated in July 2019.

The current master plan is being revisited and amended before any Phase II improvements occur.  Henrico County acquired an additional 100 acres of park property, largely through donation, since the master plan was first adopted. Glover Park now totals almost 200 acres.

The master plan process for phase II began in the fall of 2019 with a series of community meetings.  The first meeting was September 23, 2019. Two design concepts were shared at a November 20 meeting. Engineering and design will begin only after this community input process is finished and an amended master plan is adopted by the Board of Supervisors.  We estimate actual design/development to begin sometime in the first quarter of 2020, and actual construction an additional year beyond that. 

Revised Master Plan Process

A contract was awarded on June 25, 2019 to CHA Consulting, Inc. to provide design and engineering services for master planning as well as architectural and engineering services required to continue development of Glover Park. The professional services include all required engineering and consulting services to complete planning, environmental research, permitting, construction documents and construction administration for Phase II development.

As part of the master plan, CHA will conduct wetland and topographic surveying and provide a full assessment of traffic impacts and off-site road and utility issues. This master plan will determine the path for proposed development and include probable construction costs and a future project schedule.

In general, the concept for continued development includes a combination of additional high-end athletic fields as well as more passive, community-oriented recreational facilities like trails, playgrounds, and shelters.  These items were identified as a community priority in the original plan, but we want to revisit this topic in full given how much has changed with the park and the surrounding area since 2015.  These changes include the realignment and extension of Woodman Road as well as the doubling of the park acreage.

2018: May – Dedicated the complex as “Glover Park,” in honor of Richard Glover who served Henrico for 30+ years.

2016: September – Phase I onsite construction activities began.

2016: July 12 – Awarded a construction administration contract to Draper Aden Associates for $304,856 and a construction contract to LandTek for $10,964,750. (Phase 1 construction included fields, restroom building, and parking lots.)

2015: November 24 – Greenwood Park Master Plan (Phase I) adopted by the Board of Supervisors. Master Plan did not include the property added in 2014.

2015: November 12 – Greenwood Park Master Plan (Phase I) completed and presented at a public meeting.

2014: November – Awarded a contract to CHA for Phase I construction documents (4 fields) for $381,836.

2014: Henrico County received another 89.13 acres by donation and purchased 18.136 additional acres for $760,000. Total acreage available for park use is now 197.677 acres.

2012: September – Awarded a Phase I Master Plan Contract to CHA for $132,470. This master plan scope of work only included the original 90 acres.

2012: Henrico County purchased 2.52 acres on Greenwood Road for $155,000.

2006: Additional 39.891 acres donated to Henrico County, bringing total to 89.891 acres.

1992: 50 acres donated to Henrico County.
