Planning Commission

Rezoning, Provisional Use Permits

The Planning Commission will meet Thursday, August 13th. The meeting will be held at 7:00 p.m. The agenda and staff reports will be available online closer to the meeting date.

The meeting will be livestreamed. (Please note, there may be up to a 60-second delay between the real-time event and the video.)

To participate remotely please follow these steps:

After registering, individuals will receive a confirmation email with instructions for participating. Everyone is encouraged to follow the posted agenda. Registration is not required to participate. Individuals interested in speaking also may go online to the WebEx Event (hyperlink posted close to the meeting date) when the meeting begins at 7 p.m. Participants will be asked to identify which case they wish to comment on. At the appropriate time, you will be unmuted and prompted to speak.

The meeting is open to the public. Attendance in the Board Room will be limited to 40 individuals to accommodate social distancing of 6 feet. Individuals who attend are required to wear a face covering. If attendance exceeds 40, some individuals may be asked to remain in the lobby or another area to allow for appropriate social distancing in the Board Room.

Board of Zoning Appeals

The Board of Zoning Appeals will meet Thursday, August 27th at 9:00 a.m. The meeting will be livestreamed. (Please note, there may be up to a 60-second delay between the real-time event and the video.)

Planning Commission

Plans of Development, Subdivisions

The Board of Supervisors, on April 14, 2020 adopted a Temporary Ordinance to allow the Director of Planning to approve Preliminary Subdivision Plats and Plans of Development during the COVID-19 Pandemic. In accordance with this measure, Planning Commission Public Hearings scheduled on the dates below are cancelled. Additional cancellations may be forthcoming.

  • July 22, 2020
  • September 23, 2020

A new administrative process for approval of Subdivision Plans and Plans of Development normally approved on the above-mentioned Planning Commission agendas is in place to allow development approvals to proceed within the normal timeframes allocated to the Public Hearing process. Filing deadlines for plans to be considered each month remain unchanged. In addition to the regular number of paper copies, an electronic copy is requested at the time of submission to help facilitate staff review from remote locations.  The plan review period and comment response times are generally the same, while accommodating additional procedures for processing plans to maintain the health and safety of the county staff during the COVID 19 Pandemic. Staff will send public notification in accordance with the existing procedures currently in place to adjacent property owners for a public comment period; however, the notifications will go out earlier in the process. The monthly administrative agenda will also be posted at https://henrico.us/pdfs/planning/podnext.pdf  Once the public review period is over, plan issues are resolved, and all review agencies can recommend approval, the Director of Planning will approve the plan. The overall process is expected to take about the same amount of time, provided there are responsive submittals.
