Planning Department

The Henrico Planning Department is primarily responsible for land use regulations in the County. Planning staff can assist you with questions about new and existing development, from rezoning requests to variances.

Next week’s meetings of the Planning Commission and the Board of Zoning Appeals have been postponed as Henrico County takes measures to safeguard the health and well-being of residents and county staff in the ongoing COVID-19 coronavirus outbreak.

The Planning Commission Special Meeting scheduled for Wednesday, April 1, 2020 at 9:00 a.m. for Plans of Development and Subdivisions is postponed. Actions regarding items on the agenda are deferred pending consideration of ordinance amendments related to Resolution 91-20 to initiate consideration of ordinance amendments to allow the Director of Planning to approve Conditional Subdivision Plats and Plans of Development during the COVID-19 Pandemic.

  • The Board of Zoning Appeals Special Meeting scheduled for Thursday, April 2, 2020 at 9:00 is cancelled. All items on the agenda will be moved to the Board of Zoning Appeals’ next regularly scheduled meeting on Thursday, April 23, 2020 at 9:00 a.m.
  • The Planning Commission meeting scheduled for Thursday, April 9, 2020 for rezoning and provisional use permits is All items on the agenda will be moved to a Special Meeting scheduled for Tuesday, April 14, 2020 at 2:00 p.m.

 

Henrico County is taking measures to safeguard the health and well-being of residents and county staff in the ongoing COVID-19 coronavirus outbreak.  Because of COVID 19, the daily operations of the Henrico Planning Department have changed. 

The Planning Department is functioning with most staff working from remote locations and is closed to the Public.  If you have business to conduct with us, please call (804) 501-4602, as we may be able to answer your questions over the phone or via the internet.  We can provide some information in an electronic format and may be able to accommodate meetings via WebEx. 

Planning will continue accepting paper submissions for the POD and subdivision processes, via carts located in the main lobby of the Administration Building at 4301 E. Parham Road. Because plan review services continue by staff in a limited capacity, delayed review times may be expected.  Additional time is needed to properly handle paper plan submissions in accordance with CDC precautions.  As an added benefit to assist with the review process, we are requesting applicants provide an electronic copy of all documents to DevEPlanReview@henrico.us. This will enable more efficient distribution to reviewers who are working remotely and help us provide better service during this period.

Application fees and submissions:

Please do not include cash or checks with your application submissions.  Applicants will be contacted by Permit Center staff regarding arrangements to pay the required fees.  County staff will not be responsible for cash or checks left in unattended bins. 

Virginia Center Commons Design Charrette

Henrico County is conducting a public design charrette for the Virginia Center Commons Area.  The county’s consultant will evaluate the mall property and surrounding area as part of a week-long process to develop preliminary plans for future redevelopment.  To learn more about this project, visit the Virginia Center Commons Design Charrette webpage.  This charrette follows the successful completion of design charrettes for two areas in the West Broad Street corridor and for Williamsburg Road near Richmond International Airport.  To learn more about those projects visit the Public Design Charrettes webpage.

Public Design Charrettes

Henrico County conducted public design charrettes for three areas in the county.  In late January two areas in the West Broad Street corridor were evaluated, and in October the Williamsburg Road corridor near Richmond International Airport was studied.  The county’s consultant evaluated each area as part of a week-long process to develop preliminary plans for future redevelopment.  To learn more about this project, visit the Charrette webpage.

Glen Allen Small Area Study

Henrico County is preparing a small area study to examine what is generally considered the center of the Glen Allen area of Henrico County.
