Summary of Actions Taken by the Board on September 9, 2008

 

Mr. Kaechele led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Chaplain Woody Fisher provided the invocation.

 

The Board approved the minutes of the July 22, 2008 Regular and Special Meetings; August 12, 2008 Regular and Special Meetings; and September 2, 2008 Special Meeting.

 

BOARD OF SUPERVISORS’ COMMENTS

Mr. Kaechele reported that the Richmond Metropolitan Convention and Visitor’s Bureau (RMCVB) was recently honored by the Southeast Tourism Society as the number one convention bureau in a region covering 14 southern states.  He noted that Henrico County is a major participant in RMCVB and that local tax dollars are helping support tourism and conventions in the metro area.

RECOGNITION OF NEWS MEDIA

Mr. Kaechele recognized Melodie Martin from the Richmond Times-Dispatch and Tom Lappas from the Henrico Citizen.

 

PRESENTATIONS

 

Mr. Thornton presented a proclamation recognizing September 17 – 23, 2008 as Constitution Week.  Accepting the proclamation was Alicia L. Fox, Senior First Vice President of the Colonel Alexander Spotswood Society, Children of the American Revolution.  Joining her were Susan Walsh, Senior President; Bev Alexander, Senior Chaplain; Jeffrey Wrobel, Recording Secretary; Nancy Akers, Senior Treasurer; Henry Howells, Senior Registrar; Robinette Wrobel, Senior Recording Secretary; Benjamin Wrobel, Curator; and Alexandra Howells, Newsletter Editor.

 

Mr. Kaechele presented a proclamation recognizing September 2008 as Alcohol and Drug Addiction Recovery Month.  Accepting the proclamation were Catherine C. Hammond, Judge of the Henrico Circuit Court and Henrico Drug Court, and Michael D. O’Connor, Executive Director of Henrico Area Mental Health and Retardation Services.  Joining them were Michael L. Wade, Henrico Sheriff; Stacy Hamilton, Program Manager, Adult Substance Abuse and Jail Services, Henrico Area Mental Health and Retardation Services; Patricia A. Shaw, Administrator, Henrico Drug Court; and Clyde Harrison, Henrico Drug Court participant.

 

Mr. Donati presented a proclamation recognizing September 2008 as Preparedness Month.  Accepting the proclamation was Anna M. McRay, Deputy Coordinator of Emergency Management for the Henrico County Division of Fire. Joining her were Kenneth L. Dunn, Assistant Chief, Henrico Division of Fire; Col. Henry W. Stanley, Jr., Chief, Henrico Division of Police; and Augustine W. Doe, Medical Reserve Corps Coordinator, Henrico Health Department.

 

Mrs. O’Bannon presented a proclamation recognizing September 2008 as Sickle Cell Disease Awareness Month.  Accepting the proclamation was George Harris Carter, Conference Chairman for Sickle Cell Association of Richmond – OSCAR.

PUBLIC COMMENTS

 

Margie Swart, a resident of the Three Chopt District, expressed opposition to locating the Division of Recreation and Parks’ Western Maintenance Facility on the Twin Hickory Park site and urged the Board and County staff to suspend any further expenditures on the planning and development of this facility pending the imminent decision of the Board to purchase property on Kain Road.  She suggested that the Kain Road property, where the County had already proposed building a fueling facility, would be a more appropriate site for the maintenance facility.  Sarah Powell, a resident of the Three Chopt District, countered that the Twin Hickory Park site was a preferable location for the maintenance facility because Shady Grove Road was better equipped than Kain Road to handle snow plows and trucks that would be travelling to and from the facility.
