Summary of Actions Taken by the Board on May 27, 2008

 

Mrs. O’Bannon led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Rev. Jay Butcher, Associate Pastor, Hatcher Memorial Baptist Church, provided the invocation.

 

The Board approved the minutes of the May 13, 2008 Regular and Special Meetings.

 

BOARD OF SUPERVISORS’ COMMENTS

Mrs. O’Bannon voiced her excitement about the County’s new animal shelter at 10421 Woodman Road, which opened on May 20, 2008.  She commented that citizens had already called and e-mailed her stating their delight with the facility.  Mrs. O’Bannon expressed hope that the new shelter will increase the number of animals that get adopted.

 

Mr. Thornton noted that the first Henrico Memorial Day Parade was held on May 26, 2008.  He pointed to the many families who were in attendance and suggested that the parade will be even more spectacular in the future if the persons who put it together nurse it more.

RECOGNITION OF NEWS MEDIA

 

Mrs. O’Bannon recognized Melodie Martin from the Richmond Times-Dispatch.

 

PUBLIC COMMENTS

Clifford Searles, a resident of the Tuckahoe District, cited concerns regarding the impact of growing churches on surrounding neighborhoods and proposed that a change in Henrico’s church parking requirements be weighed heavily when the Board looks at the County’s 2010 and 2026 comprehensive plans.

 

John Shinholser, Founder and President of The McShin Foundation, reviewed the services provided by his organization and inquired about the status of the organization’s request for funding in the County’s budget.  He also requested that the Board ask the Executive Director of Henrico Area Mental Health and Retardation Services to have that agency apply for a state recovery support services grant on behalf of The McShin Foundation.  Mr. Shinholser further requested that each member of the Board of Supervisors visit The McShin Foundation to see the organization’s recovery model firsthand.

 

Mary Martha Thedieck, a resident of the Tuckahoe District, discussed her son’s history of alcohol abuse and explained the assistance he recently received from The McShin Foundation.  She spoke in support of the organization’s recovery program and request for grant funds.

Resolution Authorizing the County Manager to Submit an Application to the Virginia Public School Authority to Participate in a Financing by Such Authority and to Issue and Sell General Obligation School Bonds of the County to Such Authority in an Aggregate Principal Amount of Not to Exceed $45,000,000, and Declaring the Official Intent of the County to Reimburse Itself from the Proceeds of Such Bonds for Expenditures Made by the County and the School Board of the County in Advance of the Issuance and Receipt of the Proceeds of Such Bonds.
