Summary of Actions Taken by the Board on September 11, 2007

 

Mr. Donati led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Rev. Greg S. Jones, Associate Pastor, Poplar Springs Baptist Church, provided the invocation.

 

The Board approved the minutes of the August 14, 2007 Regular and Special Meetings.

 

MANAGER’S COMMENTS

Edwin W. Smith has been formally promoted to Chief of the County’s Division of Fire after more than 30 years of faithful service to the Division.  In introducing Chief Smith to the Board and the citizens in attendance, Mr. Hazelett remarked that Chief Smith has been very diligent in taking on these new responsibilities, carries expertise necessary for the position, and has a degree in human resources.  Mr. Hazelett expressed extreme pride in Chief Smith’s appointment.

 

Mr. Hazelett has received a letter of retirement from Harvey L. Hinson, Deputy County Manager for Community Development, who has spent over 45 years with the County.  Mr. Hinson has been a true and trusted friend and associate of Mr. Hazelett for the last 35 years.  Mr. Hazelett expressed sincere appreciation and gratitude to Mr. Hinson for his dedicated service and noted that Mr. Hinson has seen many things accomplished since first joining the County in September 1961.  Mr. Hinson’s retirement will be effective January 1, 2008.   

 

BOARD OF SUPERVISORS’ COMMENTS

 

Mr. Kaechele sadly reported the recent passing of Alice Schulz, a member of the County’s Parks and Recreation Advisory Commission for nearly 30 years.  Mr. Kaechele characterized Mrs. Schulz as a good citizen and a great lady who was devoted to Henrico County. 

 

Mr. Donati recognized Ian Sutherland from Boy Scout Troop 799, sponsored by Trinity United Methodist Church, and Tyler Sessions from Boy Scout Troop 735, sponsored by Shady Grove United Methodist Church.  They were observing the meeting to fulfill requirements for the Citizenship in the Community Merit Badge. 

RECOGNITION OF NEWS MEDIA

Mr. Donati recognized Will Jones of the Richmond Times-Dispatch.

PRESENTATIONS

Mrs. O’Bannon presented a proclamation recognizing September 17 – 23, 2007 as Constitution Week.  Accepting the proclamation was Carol H. Rhodes, Constitution Week Chairman for the Old Dominion Chapter of the Virginia Daughters of the American Revolution.

Mr. Kaechele presented a proclamation recognizing September 2007 as Preparedness Month.  Accepting the proclamation was Anna M. McRay, Deputy Coordinator of Emergency Management for the County’s Direction of Fire.  Joining her were Edwin W. Smith, Chief of Fire; Col. Henry W. Stanley, Jr., Chief of Police; Augustine W. Doe, Pandemic Flu/Medical Reserve Corps Coordinator for the Henrico Health Department; and Steven C. Parker, Emergency Planner for the Henrico Health Department.

PUBLIC COMMENTS

 

Alicia L. Fox, a resident of the Fairfield District, asked the Board to consider amending the County’s zoning ordinance so that clawfoot bathtubs used as planters in homeowners’ yards are exempt from the provision prohibiting the storage of building materials in a residential district.  She advised the Board that she previously received a summons for violating Section 24-95 of the County Code.    

 

Greg S. Rollins, a resident of the Three Chopt District, expressed concerns regarding the use and condition of unimproved trails in Deep Run Park.  He suggested that the existing social trails be replaced by a managed natural trail system.

 

Gayle K. Randol, a resident of the Tuckahoe District, urged the Board of Supervisors to drop its opposition to broadcasting and videotaping its meetings.  She also voiced concerns about the format of the official written meeting minutes. 

 

Lynette Goode, a resident of the Fairfield District, raised a number of concerns pertaining to fan conduct and traffic and parking control in her neighborhood during the past weekend’s NASCAR event at Richmond International Raceway.  She asked that Henrico police officers treat residents with respect and enforce ordinance violations.
