Summary of Actions Taken by the Board on February 13, 2007

 

Mr. Donati led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Chaplain Rick Jenkins provided the invocation.

 

The Board approved the minutes of the January 23, 2007 Regular and Special Meetings, October 4, 2006 Special Meeting, and November 30, 2006 Special Meeting.

 

MANAGER’S COMMENTS

 

On January 30, 2007, the County’s general government received the Silver Award at the 2006 Annual Campaign Celebration Breakfast for the United Way of Greater Richmond and Petersburg.  Accepting this award was Gregory Revels, Building Official and Chair of the 2006 County general government campaign.  The County’s general government employees contributed $162,723 to the campaign, which was 102 percent of their goal.  Mr. Donati presented an award plaque at the Board meeting to Mr. Revels and Tim Foster, Assistant Director of Public Works and Co-Chair of the County’s general government campaign.  Mr. Revels recognized the following employees seated in the audience who served on the Henrico general government 2006 United Way Campaign Steering Committee:  Charles Gibbens, Department of General Services; Lt. James Price, Division of Police; Paula Reid, Department of Human Resources; Susan Umidi, Department of Social Services; and Peggy Walsh, Department of Finance.   

 

BOARD OF SUPERVISORS’ COMMENTS

 

After noting that he had attended a meeting of the Capital Region Airport Commission Planning and Construction Committee on February 8, 2007, Mr. Kaechele offered a brief progress report on Richmond International Airport.  Passenger traffic at the airport was 3.3 million in calendar year 2006, a record high and 13.5 percent increase over 2005.  Also, part of the new terminal is functional and the remaining section will be completed in May or June 2007; the Commission has adopted a 30-minute free parking policy for the airport’s hourly lot to encourage greater use of the airport’s hourly parking facilities by persons picking up and dropping off passengers; and the Commission has opened bids for the construction of a new $13 million road system to make it easier for the public to drive into and out of the airport.

 

Mr. Thornton recognized a group of students from Ms. Brenda Friend Briggs’ Administrative Practice and Procedure class at J. Sargeant Reynolds Community College’s Parham Road campus.  The students are in the College’s Legal Assisting Program and attended the meeting to observe the Board’s public hearing procedures.  Joining Ms. Briggs in the audience were the following students: Marilyn Byrne, Maureen Croson, Carlie Eads, Shanna Eisenhauer, Frances Hall, Jennifer Itam, Ann Omohundro, April Stuart, Hajra Tabakovic, Yvette Vick, and Kecia White. 

 

Mr. Donati recognized Larry Oleksa from Boy Scout Troop 772, sponsored by Discovery United Methodist Church, who was observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge.

Mr. Donati recognized Will Jones from the Richmond Times-Dispatch, Tom Lappas from the Henrico Citizen, Tim Trudell and Chris Norton from WTVR-TV 6, Rachelle Dean and Herb Hurni from WRIC-TV 8, and Sean Lewis and Dwight Nixon from WWBT-TV 12.
