Summary of Actions Taken by the Board on August 22, 2006

 

Mr. Glover led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Rev. J. Michael Poole, Pastor, Hatcher Memorial Baptist Church, provided the invocation.

 

The Board approved the minutes of the July 25, 2006 Regular and Special Meetings.

 

MANAGER’S COMMENTS

At the 26th Annual Virginia State Bar Disciplinary Conference in July 2006, County Attorney Joseph P. Rapisarda, Jr. was elected Vice Chair of the Third District Committee, Section 1.  This section of the Third Committee, composed of seven lawyers and three lay members, acts as a trial court when determining charges alleging attorney misconduct in the jurisdictions of Henrico, Richmond, Chesterfield, Dinwiddie, and Suffolk.

The Henrico County Water Reclamation Facility has earned the Silver Peak Performance Award from the National Association of Clean Water Agencies (NACWA) for having been in near total compliance with its national permit during the previous calendar year.  Of the 4,380 chlorine residual analyses performed at the Facility in 2005, only one was below the level specified in the permit.  NACWA recognized peak performance honorees at an awards luncheon in Washington, D.C. on May 1, 2006.  Mr. Glover presented an awards plaque at the Board meeting to Arthur D. Petrini, Director of Public Utilities, and Mark W. Prentice, Manager of the Water Reclamation Facility.

 

BOARD OF SUPERVISORS’ COMMENTS

Mr. Kaechele recognized the following Boy Scouts who were observing the meeting:  Patrick Erickson and Greg Robson from Troop 720, sponsored by Mount Vernon Baptist Church; Patrick Leavitt from Troop 722, sponsored by Shady Grove Family YMCA; and Scott Magat from Troop 776, sponsored by the Columbian Center.

 

Mr. Thornton thanked the Board of Supervisors, County Manager, and County staff for their support and acts of kindness after the recent passing of his mother.

Mr. Donati noted that the Babe Ruth Softball 12 & Under World Series was held at Dorey Park on August 11 – 18, 2006, the second year in a row that a Babe Ruth girls softball World Series has been played there.  On August 14 – 18, Dorey Park was also the site of the 2006 Babe Ruth 14 & Under Softball National Invitational Tournament.  Sponsored by the Varina Athletic Association, these softball competitions attracted teams from throughout the United States.  Mr. Donati thanked the Division of Recreation and Parks, directed by J. Wesley Malcomb, for preparing and maintaining the fields while the games were underway.  He pointed out that he had received many positive comments from coaches and parents about the immaculate condition of the fields.   

 

RECOGNITION OF NEWS MEDIA

Mr. Glover recognized Olympia Meola of the Richmond Times-Dispatch.

 

PRESENTATION

Mrs. O’Bannon presented a proclamation recognizing September 2006 as Alcohol and Drug Addiction Recovery Month.  Accepting the proclamation was Thomas J. Kirkup, Chairman, Henrico Area Mental Health and Retardation Services Board.  Joining him from the County were Michael L. Wade, Sheriff; Patricia A. Shaw, Drug Court Administrator; Brendan T. Hayes, Program Manager, Adult Mental Health and Substance Abuse Services; and Kevin Yancey, Drug Court participant.

PUBLIC COMMENTS

William Henck, a resident of the Three Chopt District, presented allegations of inappropriate behavior and public corruption in the Henrico County government.  His allegations stemmed from a dispute between his family and school officials over a situation at Short Pump Elementary School in 2004 involving his son.  Mr. Henck asked that the Board of Supervisors and School Board jointly appoint an outside mediator to investigate and report on his allegations.

 

The following citizens addressed the Board regarding a lawsuit that was brought by a landowner against the North Airport Civic Association and two of its members after the Board of Supervisors denied a zoning case, C-68C-05, in December 2005:  Victoria Kopec, Erwin Dawes, Nelda Snyder, and Jane Koontz (residents of the Varina District); Adele MacLean (a resident of the Brookland District); and Charles Finley, Jr. (a non-resident).  The speakers thanked the Board for its decision on the case and for listening to its constituents, expressed concerns about the impact of the lawsuit on First Amendment rights and participatory government, and asked the Board to continue supporting freedom of speech in the governmental process.
