Summary of Actions Taken by the Board on March 28, 2006

 

The invocation was given by Rev. Guy Holloway, Pastor, GraceCommunity Baptist Church.

 

The minutes of the March 14, 2006 Regular and Special Meetings were approved.

 

MANAGER’S COMMENTS

Mr. Hazelett announced that Mr. Donati was absent from the meeting due to a scheduling conflict.

BOARD OF SUPERVISORS’ COMMENTS

Mrs. O’Bannon thanked County staff for the depth and quality of information presented to the Board during the four days of legislative budget reviews on the proposed FY 2006-07 Fiscal Plan.  She noted that the efforts of staff would help make it possible for the Board to reduce the County’s real estate tax rate by an additional two cents in both 2006 and 2007. 

Mrs. O’Bannon expressed concern that the evening’s general agenda did not include a Board paper addressing the finding of the Planning Commission that the proposed WHCE Transmission Tower Site is in accord with the County’s Comprehensive Plan.  She reviewed the Board’s prior discussions and actions regarding a plan to construct a County telecommunications tower to broadcast emergency information to citizens over an FM radio station owned by Henrico County Public Schools.   After hearing comments from other Board members as well as the County Manager and County Attorney, Mr. Glover explained why the majority of the Board was not in favor of moving ahead with the Board paper or the project.

Mr. Glover recognized Olympia Meola of the Richmond Times-Dispatch.

PRESENTATIONS

Mr. Thornton presented a proclamation recognizing April 2 - 8, 2006 as Library Week.  Accepting the proclamation was GayDonna Vandergriff, Chairman of the County’s Library Advisory Board. Joining her were Gail A. Atkins, Recording Secretary of the Library Advisory Board and Gerald M. McKenna, Director of Libraries. 

 

Mr. Kaechele presented a proclamation recognizing April 9 – 15, 2006 as Public Safety Telecommunicator’s Week.  Accepting the proclamation was Col. Henry W. Stanley, Jr., the County’s Chief of Police. Joining him from the Division of Police were Maj. Mary Ellen Fahed, Support Operations; Capt. Stewart M. Meredith, Jr., Commander of Communications; Suzanne T. Roberts, Emergency Communications Manager; and Brenda J. Hall, Communications Officer of the Year and recipient of the Chief’s Award.

 

Mrs. O’Bannon presented a proclamation recognizing April 2006 as Child Abuse Prevention Month.  Accepting the proclamation was Abigail Kauffman Wyche, MSW, Child Advocacy Center Coordinator for Greater Richmond SCAN. Joining her were Jane Crawley, the County’s Director of Social Services and Gretchen B. Icard, Child Protective Services Coordinator for the Department of Social Services.

 

Mr. Glover presented a proclamation recognizing April 2006 as Keep Henrico Beautiful Month.  Accepting the proclamation was Christina M. Harris, Chair of the Keep Henrico Beautiful Committee. Joining her from the Committee were Vice-Chair Lynne M. Smolin-Yurchak and members Manus E. Holmes, Janet S. Kay, and Virginia M. Martin.
