Summary of Actions Taken by the Board on October 11, 2005

 

Mr. Thornton led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Chaplain Tony McDonald, Henrico County Jail, provided the invocation.

 

The minutes of the September 27, 2005 Regular and Special Meetings were approved.

 

MANAGER’S COMMENTS

During the International Chiefs of Police (IACP) Conference held in Miami Beach, Florida September 24 - 28, 2005, Col. Henry W. Stanley, Jr. accepted an award recognizing the traffic safety accomplishments of the Henrico County Division of Police for calendar year 2004.  The Division placed first in Virginia and second nationally in the Law Enforcement Challenge Program, for the category pertaining to municipal police departments employing between 500 and 1,000 officers.  The three major traffic safety priorities targeted by the competition are occupant protection, impaired driving, and speeding.  Officer Anthony Gordon, Sgt. Donald Lambert, Lt. James Price, and Public Information Coordinator Crystal Martin from the Special Enforcement Unit of the Division of Police’s Community Services Section were instrumental in developing the Division’s award-winning application.  

 

Battalion Chief H. W. “Rocky” Hudson of the Division of Fire served as the Fire Protection Chairman at the 2005 National Boy Scout Jamboree, which was held July 25 – August 3, 2005 at Fort A. P. Hill in Caroline County, Virginia.  Two traumatic events that occurred during the Jamboree and made international headlines, the electrocution of four Scout leaders and a subsequent mass casualty incident requiring the treatment and transport of hundreds of victims suffering from heat-related illnesses, showcased Chief Hudson’s superior leadership skills and ability to remain calm and level-headed in the face of crisis situations.  Mr. Hazelett and County Fire Chief Ronald L. Mastin have received letters and calls from the 2005 National Scout Jamboree Fire Director and members of the 2005 Jamboree fire staff commending Chief Hudson for his leadership, commitment, compassion, and professionalism at Fort A. P. Hill.      

 

BOARD OF SUPERVISORS’ COMMENTS

 

Mrs. O’Bannon recognized Dr. Vincent Wang, Assistant Professor of Political Science and International Relations at the University of Richmond.  Dr. Wang and the following students from his Political Science Research Methods class were observing the meeting:  Carl Baloney, Aaron Kratzat, Christopher Poole, Ricardo Rios, Michael Rothschild, Kody Sprague, and Benjamin Tyree. 

Mrs. O’Bannon recognized the following Boy Scouts from Troop 702, sponsored by Second Baptist Church, who were observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge:  Ryan Boyle, Greer Elwell, Patrick Hamilton, Thomas Hardy, Ben Hightower, Drew Kastenbaum, Hardy Reichel, Jay Robinson, Gus Spotts, and Parker Steenburgh.  Troop Committee member Frank Reichel was also present.

 

Mr. Thornton recognized the following Boy Scouts from Troop 501, sponsored by Laurel Hill United Methodist Church and Varina Episcopal Church, who were observing the meeting:  William Christopher, David Henderson, Jeff Henderson, Stephen Hudson, Andrew Props, Charles Sajonc, and Peyton Schmick.  Assistant Scoutmasters Daniel Henderson and Roy Props and parents Paul Costin and Janet Henderson were also present.

 

Mr. Thornton recognized the following Boy Scouts from Troop 766, sponsored by the Church of Jesus Christ of Latter Day Saints – Gayton Ward:  Mitchell Aldridge, Chris Bleyl, Juan Castanos, Andres Costillo, Warren Crowley, Dan Douglas, Bryan Goodhue, Jeremy Moore, Joe Mortensen, Tyler Moore, Andrew Pinkston, Alex Thorpe, Ed Velazquez, and Josh Warriner. 

 

Mr. Thornton recognized Lee Bolen and Chris Jones from Boy Scout Troop 737, sponsored by St. Mary’s Catholic Church, who were observing the meeting.  Parent Bill Jones was also present.

 

Mr. Thornton recognized Robert Nolley from Boy Scout Troop 770, sponsored by River Road Presbyterian Church, who was observing the meeting.

 

Mr. Donati, who currently serves as Chairman of the Capital Region Airport Commission (CRAC), noted that JetBlue had announced earlier in the day that it would be establishing service to Richmond International Airport.  He pointed out that this was great news for the metropolitan region and would complement the recent arrival of AirTran Airways.  Mr. Donati mentioned that Mr. Kaechele was a former chairman and current member of CRAC.   

 

Mr. Thornton acknowledged the recent passing of John Marlles, the County’s former Director of Community Revitalization who also served as its Director of Planning.  A funeral service for Mr. Marlles was held on September 24, 2005, which Mr. Thornton attended along with other County officials.  Mr. Thornton commented that Mr. Marlles was outstanding in his profession and would be sorely missed by the County.   

 

Mrs. O’Bannon recognized the following students from Douglas S. Freeman High School, who were observing the meeting for their Government class:  Christi Harsha, Shannon Murray, Melissa Shover, and Ari Waschler.

 

RECOGNITION OF NEWS MEDIA

Mr. Thornton recognized Tom Lappas from the Henrico Citizen and Jonathan Spiers from the Henrico County Leader.  

PRESENTATIONS

Mr. Thornton presented a proclamation recognizing October 16 – 22, 2005 as Natural Resources Conservation Week.  Accepting the proclamation was Herbert L. Dunford, Jr., Chairman of the Henricopolis Soil and Water Conservation District Board.  Joining him were Gatewood H. Stoneman, At-Large Director; Charles K. Curry, Secretary/Treasurer and Associate Director; Donald O. “Spec” Camden, Jr., Associate Director; and David Henderson, Associate Director.  Also joining Mr. Dunford were Barbara B. McGarry, Agricultural Conservation Specialist; and Barbara J. Strohman, Education/Administrative Coordinator.
