Summary of Actions Taken by the Board on May 24, 2005

 

Mr. Thornton led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Rev. Charles Swadley, Pastor, Lakeside United Methodist Church, provided the invocation.

 

The minutes of the May 10, 2005 Regular and Special Meetings were approved.

 

MANAGER’S COMMENTS

Henrico County has received the Five Star Recognition from the Central Virginia Committee for Employer Support of the Guard and Reserve (ESGR), the organization’s top award, for the County’s ongoing support of employees called to active military duty.  Mr. Hazelett accepted the recognition on behalf of the County during a ceremony on May 12, 2005, at which time he also signed the ESGR’s Five Star Statement of Support for the Guard and Reserve affirming the County’s commitment to continue its exemplary contributions to employees deployed for military service.  A total of 58 County employees have been called to active duty since September 11, 2001 and 17 are still deployed.  Mr. Hazelett thanked the Board of Supervisors for providing a level of support to these employees that well exceeds what is required by federal law.

 

The International Code Council (ICC) and the National Fire Protection Association (NFPA) have appointed two employees with the County’s Department of Building Construction and Inspections to leadership positions.  Both the ICC and NFPA are internationally acclaimed for their development and publication of standards that promote the safe design and construction of buildings and structures.  The ICC has appointed Charles Gerber, Mechanical/Plumbing Inspections Division Supervisor, to the International Fuel Gas Development Committee.  This appointment charges Mr. Gerber with the responsibility to determine the adequacy and appropriateness of proposed revisions to the International Fuel Gas Code.  The NFPA has appointed David Humphrey to Code Making Panel #8 of the National Electric Code.  This appointment charges Mr. Humphrey with the responsibility to decide on the adequacy and appropriateness of proposed revisions to those portions of the National Electric Code specific to wiring methods and materials. 

 

PUBLIC COMMENTS 

Philip Van Cleave, President of the Virginia Citizens Defense League and a resident of Chesterfield County, expressed concerns regarding the legality of the County’s use of metal detectors to search persons entering the Board Room for meetings of the Board of Supervisors.  William Walker, a resident of the Three Chopt District, reiterated his opposition to any procedure that requires citizens to submit to searches by government officials at public meetings.

 

BOARD OF SUPERVISORS’ COMMENTS

Mrs. O’Bannon complimented the County’s Division of Police for expediting the flow of traffic in the vicinity of Richmond International Raceway during the NASCAR races on May 13 – 14, 2005.  She and Mr. Kaechele also acknowledged that the Division of Fire and volunteer rescue squads were on site during the races to respond to emergency incidents.

 

Mr. Thornton recognized the following students from Douglas S. Freeman High School who were observing the meeting for Mr. Mark Harvey’s Government class:  Sarah Anthes; Clark Jeffrey Daly, Jr; Isaiah Hamlin; Emily Rice; Denisse Rios; and Laura Vannoy.

RECOGNITION OF NEWS MEDIA

Mr. Thornton recognized the presence of Meredith Bonny of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.

Resolution of Commendation for the 2004 Tuckahoe National Little League 11 – 12 Year Old All Stars.  Mrs. O’Bannon presented the resolution in recognition of the team’s district and state championships and third place finish in the southeast region.  Accepting the resolution was Steve Lane, the team’s Manager.  Joining him were Coaches Mike Pastore and George Moore, III, and the following players:  Corey Barker, Owen Beightol, Adam Blankinship, Doug Bowman, Dylan Forlines, Tyler Lane, Jake McGee, Zack Mihalko, George Moore, Jake Pastore, and Kyle Witty.
