Summary of Actions Taken by the Board on February 8, 2005

The minutes of the January 25, 2005 Regular and Special Meetings, June 17 - 18, 2004 Special Meeting, and June 24, 2004 Special Meeting were approved.
MANAGER’S COMMENTS
Mr. Hazelett noted that copies of the Financial Trends Monitoring System report for the period FY 1994 – 2004 had been distributed to the Board at the outset of the meeting. This is the 19th year that the report has been published by the County’s Department of Finance, Office of Management and Budget. The premise in compiling this analysis is to measure the County’s fiscal position relative to the past 11 years and show trends or changes by reporting the performance of 28 financial indicators. Henrico is the only locality in the Commonwealth that conducts this intensive financial review prior to the governing body’s budget deliberations.
BOARD OF SUPERVISORS’ COMMENTS
Mrs. O’Bannon recognized the following Boy Scouts from Troop 799, sponsored by Trinity United Methodist Church, who were observing the meeting to fulfill a requirement for the Communications Merit Badge: Chappie Adams, Sam Jones, Chris Langguth, Bobby Wolf, and Jamie Wolf. She recognized Sam Stark-Rankins from Troop 799, who was observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge. Kenneth Jones, Assistant Scoutmaster, and George Adams, Troop Committee member, were seated with the Scouts. Mrs. O’Bannon also recognized Scouts John Delano from Troop 772, sponsored by Discovery United Methodist Church; De’Ron Pinkston from Troop 456, sponsored by Riverview Baptist Church; and Andrew Sylvester and Greg Tito from Troop 747, sponsored by Gayton Baptist Church.
Mr. Kaechele recognized Brian Hatcher from Boy Scout Troop 776, sponsored by the Columbian Center, who was observing the meeting to fulfill a requirement for the Communications Merit Badge. Brian’s father, Mark Hatcher, was also present.
Mr. Thornton advised that Sam Jones had requested an opportunity to address the Board on behalf of Troop 799. Sam thanked the Board for welcoming his fellow Scouts to the meeting and for serving the community. Mr. Thornton recognized an additional Boy Scout who was in the audience, Blake Kelmar from Troop 720, sponsored by Mt. Vernon Baptist Church.

Mr. Thornton recognized the presence of Tom Lappas of the Henrico Citizen, Jonathan Spiers of the Henrico County Leader, and Meredith Bonny of the Richmond Times-Dispatch.
