Summary of Actions Taken by the Board on December 14, 2004

 

Mrs. O’Bannon led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Chaplain Harold L. Dimmitt, Henrico County Jail, provided the invocation.

 

The Board approved the minutes of the November 23, 2004 Regular and Special Meetings.

 

MANAGER’S COMMENTS

Mr. Hazelett announced that Mr. Thornton was attending a community event and would be arriving later in the meeting.

 

Mr. Hazelett noted the many gifts on display in the Board Room that County employees had donated to the 2004 Henrico Christmas Mother and announced that Sheriff’s Office employees had contributed 81 new bicycles.   After expressing appreciation for all the personal efforts undertaken throughout the County government organization related to the Christmas Mother Program, he recognized County government Christmas Mother Program Chair, Barbara Poole of the County Manager’s Office, and her Co-Chair, Nancy Drumheller of the Department of Public Utilities.  Mrs. O’Bannon, joined by Mrs. Poole and Mrs. Drumheller, presented a ceremonial check in the amount of $11,040 to the Henrico Christmas Mother, Shelly Poole, on behalf of County employees and officials.  Mrs. Shelly Poole commented on how the Christmas Mother Program serves as a resource for families in need.

 

PUBLIC COMMENTS

Shonia Robinson, a resident of the Brookland District, expressed concerns related to dog waste in her neighborhood and asked the Board to consider adoption of a “pooper scooper” ordinance.

 

BOARD OF SUPERVISORS’ COMMENTS

Mr. Glover referred to a recent indecent exposure incident at one of the County’s branch libraries and asked Mr. Hazelett to revisit the feasibility of filtering all library computers accessed by the general public. 

 

Mrs. O’Bannon noted that the County had successfully conducted a two-day mass flu shot clinic for senior citizens and other at-risk individuals at Richmond International Raceway on November 16 and 17, 2004.  She complimented the Henrico Health Department, Henrico Division of Police, and other County agencies for ensuring that the clinic ran smoothly.

 

Mrs. O’Bannon acknowledged the recent passing of Tuckahoe District resident and community volunteer Joy Joynt, a founding member of the County’s Parks and Recreation Advisory Commission and an advocate of Henrico’s countywide park system.  She also acknowledged the recent passing of former Three Chopt District resident Henry Gonner, who served for many years as executive director of the Central Richmond Association and was known as “Richmond’s own PT Barnum” for promoting the community and staging memorable civic events.  Mr. Kaechele pointed out that Mr. Gonner’s Model T Ford, which now belongs to the Virginia Aviation Museum, carried many dignitaries in local parades.

 

Mrs. O’Bannon recognized the following students from Douglas S. Freeman High School, who were observing the meeting for their Government class:  Fatema Alam, Jessie Brown, Brenton Luper, Kennan McVey, and Ashley Tabb.  She also recognized Shaun Murphy, a student observer from J. Sargeant Reynolds Community College.

 

Mrs. O’Bannon recognized Ben Wood from Boy Scout Troop 705, sponsored by Derbyshire Baptist Church, who was observing the meeting to fulfill a requirement for his Citizenship in the Community Merit Badge.

 

Mr. Thornton acknowledged the recent passing of Dr. Edgar Toppin, a nationally known expert on African-American history and a distinguished professor emeritus at Virginia State University, whose work included a 30-lesson television course aired on educational stations across the country and a 15-part series of articles published by the Christian Science Monitor.

 

RECOGNITION OF NEWS MEDIA

Mrs. O’Bannon recognized the presence of Will Jones and Meredith Bonny of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.   Mr. Hazelett announced that Ms. Bonny would be covering Henrico County general government after the first of the year.
