Summary of Actions Taken by the Board on October 12, 2004

 

Mrs. O’Bannon led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Rev. Peter duPlessis, Pastor, Staples Mill Road Baptist Church, provided the invocation.

 

The Board approved the minutes of the September 28, 2004 Regular and Special Meetings.

 

MANAGER’S COMMENTS

Mrs. O’Bannon announced that Harvey Hinson, Deputy County Manager for Community Development, was standing in for Mr. Hazelett.

 

PUBLIC COMMENTS 

Michael Shepard, a resident of the Brookland District, asked the Board to pursue State enabling legislation that would allow localities to prohibit the shooting of high powered bows and arrows in residential neighborhoods.

 

Patricia Blankenship and Sylvia Neff, residents of the Three Chopt District, reiterated concerns that Mrs. Blankenship had expressed to the Board last year regarding the construction of a County water line through her property and the private contractor’s failure to restore her yard to its previous condition.

 

BOARD OF SUPERVISORS’ COMMENTS

Mrs. O’Bannon recognized Bryan Henderson and Jeff Henderson from Boy Scout Troop 501, sponsored by Laurel Hill United Methodist Church.  Joining them was their father and Assistant Scoutmaster, David Henderson.  Mrs. O’Bannon also recognized Chris Keithly from Boy Scout Troop 728, sponsored by the West Richmond Church of the Brethren, and the following Boy Scouts from Troop 776, sponsored by the Knights of Columbus Center on Pump Road:  Daniel Chase, Drew Gardner, Brian Hatcher, and Zach Williams.  The Scouts from these troops who were present were observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge.

Mrs. O’Bannon recognized a group of students from Douglas S. Freeman High School, who were observing the meeting for their Government class.  The following students were in attendance:  Rachel Bates, Elissa Bergman, Sarah Buckley, Clark Daly, Sumahn Das, Meredith Fleming, Kelsey Farbotko, Coryn Giordano, Isaiah Hamlin, Katherine Kitchen, Michael Ko, Lauren Martin, Daniel Nisenson, Avery Oldfield, David Porter, Brandon Ray, Brandon Rothenberg, Amanda Schwartz, Aaron Vitiello, and Kathryn Wilkerson.   

 

RECOGNITION OF NEWS MEDIA

Mrs. O’Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.

 

PRESENTATIONS

Mrs. O’Bannon presented a proclamation recognizing October 13, 2004 as SAVE (Stop America’s Violence Everywhere) Day.  Accepting the proclamation was Deborah Brooks, Second Vice-President of the Richmond Academy of Medicine Alliance, Inc.

Mr. Thornton presented a proclamation recognizing October 17 - 23, 2004 as Natural Resources Conservation Week.  Accepting the proclamation was Gatewood Stoneman, At-Large Director of the Henricopolis Soil and Water Conservation District Board.  Joining her from the District Board were Charles Curry, Secretary/Treasurer and Associate Director; and David Henderson, Associate Director.  Also joining her was Barbara Strohman, Education/Administrative Coordinator for the Henricopolis Soil and Water Conservation District.
