Summary of Actions Taken by the Board on September 28, 2004

 

Mrs. O’Bannon led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Rev. J. Michael Poole, Pastor, Hatcher Memorial Baptist Church, provided the invocation.

 

The Board approved the minutes of the September 14, 2004 Regular and Special Meetings.

PUBLIC COMMENTS 

Wayne Commodore, a resident of the Brookland District, presented allegations that he and his young child had been physically attacked and racially profiled by Henrico police officers and verbally harassed by Henrico sheriff’s deputies. 

 

Lewis Reid, a resident of the Tuckahoe District, thanked the Board for agreeing to itemize the project categories on the proposed general obligation bond referendum.

 

William Walker, a resident of the Three Chopt District, questioned the County’s legal authority to conduct security searches of citizens entering the Board Room for meetings of the Board of Supervisors.

 

BOARD OF SUPERVISORS’ COMMENTS

Mr. Glover recognized Bradford Ambrose from Boy Scout Troop 570, sponsored by Hardy Central Baptist Church, who was observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge.  Joining Bradford was his father and Assistant Scoutmaster, Brad Ambrose.  Mr. Glover also recognized the following Scouts from Troop 795, sponsored by Glen Allen Baptist Church, who were observing the meeting to fulfill a requirement for the Communications Merit Badge:  Chris Boyd, Taylor Boyd, Andrew Butler, Austin Butler, Ben Dessart, Richard Roberts, Kevin Schmidt, and Alex Smythers.  Joining the Scouts was Robert Smythers, a troop helper.

 

Mrs. O’Bannon recognized a group of students from Douglas S. Freeman High School, who were observing the meeting for their Government class.  The following students were in attendance:  Kathryn Allan, Sally Cheung, Court Crenshaw, Robert Dwyer, Amy Ellenbogen, Lauren Foley, Chris Hamilton, Jennifer Herbert, Matt Jackson, Megan Machich, Alice McElhinney, Mallory Micetich, Meagan Montgomery, Brad Peterson, Brad Rocheleau, Cabell Rosanelli, Daniel Schutt, Stefanie Shank, Claire Urban, and Austin Wright.

 

RECOGNITION OF NEWS MEDIA

Mrs. O’Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch and Tom Lappas of the Henrico Citizen.

 

PRESENTATIONS

Mr. Thornton presented a proclamation recognizing October 3 – 9, 2004 as Cooperative Extension Week.  Accepting the proclamation was Bettye Thornton, Chairman of the Henrico Extension Leadership Council.  Joining her were Matt Davidson, Council Vice-Chairman; Donald “Spec” Campden, Jr., Roy Farmer, Jack Ferguson, and Gatewood Stoneman, Council members; Karen Carter, County Agent; Kim Edmonds, Extension Agent for Family and Community Sciences; and Yvonne “Nutty” Nutall, Youth Program Assistant for the Smart Choices Nutrition Education Program.

 

Mr. Kaechele presented a proclamation recognizing October 3 – 9, 2004 as Paralegals’ Week.  Accepting the proclamation was Margaret Lewis, Paralegal in the Henrico County Attorney’s Office, and a past president and founding member of the Richmond Association of Legal Assistants.

 

Mr. Glover presented a proclamation recognizing October 4 – 8, 2004 as Customer Service Week.  Accepting the proclamation was Paula Reid, Manager of Employee Development and Training for the County’s Department of Human Resources.  Joining her was Beth Jarrard, Human Resources Analyst II for the Department of Human Resources’ Employee Development and Training Division. 

 

Mr. Donati presented a proclamation recognizing October 2004 as Henrico History Month.  Accepting the proclamation was John Ayres, Varina District Representative for the Henrico County Historical Society Executive Board.  Joining him was Dudley Lanthrip, Treasurer for the Society.
