Summary of Actions Taken by the Board on March 23, 2004

Rev. Troy Matthews, Gospel Jail Ministries, provided the invocation.

The minutes of the March 9, 2004 Regular and Special Meetings were approved.

BOARD OF SUPERVISORS’ COMMENTS

Mrs. O’Bannon recognized the following students from Douglas S. Freeman High School, who were observing the meeting for their Government class:  Lindsay Buhman, Gina Harp, Lawrence Heisler, Ben Jurgenson, Angela King, Catherine Lingerfelt, Sarah Rose, and Rebekah Wahlquist.

Mr. Kaechele recognized Graham Givens from Boy Scout Troop 747, sponsored by Gayton Baptist Church.

Mrs. O'Bannon recognized Andrew Mertens and Robert Mertens from Boy Scout Troop 702, sponsored by Second Baptist Church.

Mrs. O’Bannon recognized Dr. Nelson Wikstrom, who recently authored the book County Manager Government in Henrico, Virginia and Eugene T. Riley, Jr., who served as the Tuckahoe District Representative on the Board of Supervisors from 1972 – 1979.

RECOGNITION OF NEWS MEDIA

Mrs. O’Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.

PRESENTATIONS

Mr. Hazelett announced that Mr. Kaechele and Mrs. O’Bannon would present a proclamation recognizing April 2, 2004 as William E. “Bill” Long Day at a special tribute event at the Columbian Community Center on Pump Road.

Mr. Glover presented a proclamation recognizing April 2004 as Keep Henrico Beautiful Month.  Accepting the proclamation on behalf of the Keep Henrico Beautiful Committee was Chris Harris, Chairperson.  Joining her were Lynn Yurchak, Committee Secretary; Doris Davis and Sharon Francisco, Committee Members; Nancy Drumheller, Program Coordinator; and Arthur Petrini, Director of Public Utilities.

Mr. Thornton presented a proclamation recognizing April 11 – 17, 2004 as Public Safety Telecommunicator’s Week.  Accepting the proclamation was George Thomas, Emergency Communications Manager.  Joining him were Capt. C. P. “Chuck” Wade, Jr., Commander of Communications; Janine Gouldin, Communications Officer of the Year; and Col. Henry W. Stanley, Jr., Chief of Police.
