Summary of Actions Taken by the Board on February 10, 2004

Rev. Joseph T. Driver, Gospel Jail Ministries, provided the invocation.

The minutes of the January 27, 2004 Regular and Special Meetings were approved.

PUBLIC COMMENTS

Rev. John E. Jones, President of the Laurel West & Mountain Wood Civic Association and a resident of the Fairfield District, thanked Mr. Thornton for his commitment to quality neighborhoods and expressed concerns about standing water, loitering, and speeding motorists in the two communities.  Lisa K. Van Riper, a block captain for the association, also addressed the Board on these concerns and thanked Mr. Thornton for bringing the two communities together.    

BOARD OF SUPERVISORS’ COMMENTS

Mr. Thornton noted the recent passing of Mary Brown McCain, a resident of the Fairfield District and retired Richmond Public Schools teacher and administrator.  He commented that Mrs. McCain was a great educator and extended condolences to her family.   

Mrs. O’Bannon recognized the following 12th grade students from Douglas S. Freeman High School, who were observing the meeting for their Government class:  Lindsay Buhman, Michelle Coffey, Merritt Droste, and Sarah Irby.

Mrs. O’Bannon advised that she had met with representatives from the West Wing of the White House on Thursday, February 5 while attending a Fly-in of the National Association of Counties’ Large Urban County Caucus (LUCC) in Washington, D.C.  As Vice Chair of LUCC, Mrs. O’Bannon had an opportunity to discuss federal issues impacting local governments in the areas of transportation, corrections, and homeland security.  During the meeting, Mrs. O’Bannon briefed a ranking official from the U.S. Department of Justice on the County’s jail-based mental health and substance abuse services programs.

Mrs. O’Bannon recognized the following Boy Scouts from Troop 747, sponsored by Gayton Baptist Church, who are working on their Communications Merit Badges:  Graham Givens, Dan Hardin, Kevin Hofacker, and Phillip Tickle.

RECOGNITION OF NEWS MEDIA

Mrs. O’Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch and Jonathan Spiers of the Henrico County Leader.

PRESENTATION

Approved Resolution to Recognize and Commemorate the 30-Year Anniversary of the County of Henrico’s Equal Employment Opportunity Plan and the EEO Committee.   Mr. Thornton presented the resolution to Joyce Shanko, Employee Relations Officer for the County’s Human Resources Department.  Joining them were the following members of the County’s EEO Committee:  Allison Buschy, Department of Public Utilities; Louise Evans, Division of Recreation and Parks; William Michie, Planning Office; Richard Moore, Department of Building Construction and Inspections; Barry Nichols, Sheriff’s Office; Louise Perry, Public Library; and Yvonne Russell, Mental Health and Retardation Services.
