Patrick Nalley appointed to lead reorganized Division of Recreation & Parks

3 in division promoted to assistant director

Patrick W. Nalley has been appointed director of the Henrico County Division of Recreation & Parks, which will be restructured with three assistant directors and will support efforts to attract sports tourism and other entertainment to the county.

Nalley has served as director of Recreation, Tourism & Cultural Development for Amherst County. Previously, he was the facility and aquatics manager of Mt. Hood Community College in Gresham, Ore., and the director of Recreation and Parks, facility manager and aquatics director of the Woodmen Hills Metropolitan District in Peyton, Colo.

He will oversee an agency that manages 4,500 acres of developed and undeveloped parkland, more than 100 recreational buildings and a variety of programs and special events that promote a high quality of life in Henrico. The division’s programs, services and other offerings cater to all ages and encourage participation and interest in sports, recreation, therapeutics, nature, historic preservation and cultural arts. Recreation & Parks has an approved staff of 183 and a budget of $23.3 million for fiscal year 2022-23. The agency will work closely with the new Henrico County Sports and Entertainment Authority, which will lead the county’s efforts in sports tourism and manage its private-public facilities, including an indoor events center under construction at Virginia Center Commons.

Nalley earned a Doctor of Public Administration from West Chester University, a Master of Science in sport administration from Arkansas State University and a Bachelor of Interdisciplinary Studies in geography and history from Arizona State University. He holds professional certifications in such areas as diversity and inclusion; parks, recreation and sports; aquatic facility operations; and playground safety.

Nalley will oversee Recreation & Parks with the support of three assistant directors who already serve the agency: Torrance J. Archie Sr. and John Zannino, both currently assistant directors of the recreation services division, and Marielle McFarland, currently the senior controller who has been serving as acting director. Archie and Zannino have been with Henrico since 2007, McFarland since 2011. Nalley will determine their specific roles and areas of oversight.
