Eric Leabough began his housing career in local government in 2000 as a Henrico County planner responsible for managing community development programs. Shortly thereafter, he joined the City of Richmond as a project manager for the Richmond Redevelopment and Housing Authority in 2004, and he later assumed the role of assistant vice president of redevelopment in 2010. In 2011, he was promoted to interim vice president of Community Revitalization. Through his work in Richmond, Mr. Leabough managed residential and commercial revitalization projects that transformed mature neighborhoods into communities of choice for residents.
In 2012, Mr. Leabough began serving at the state level with Virginia’s Department of Behavioral Health and Developmental Services, where he directed a team of housing professionals to help individuals with developmental disabilities access quality housing.
A Henrico County resident, Mr. Leabough was appointed to the Henrico County Planning Commission in 2012, representing the Varina District. His work with the commission included terms as chairman in 2014 and 2017. He ended his service as a Planning Commissioner in June 2018, when he was hired to become Henrico County’s first Housing Specialist.
As a Housing Specialist, Mr. Leabough works directly with Henrico residents as well as federal, state, and local agencies, private organizations, and other partners to seek solutions to problems impacting most urban localities in the United States. These range from blighted properties and urban decay to lack of affordable housing and poverty. He has many tools at his disposal, but he also aims to create new tools that all localities in the Commonwealth may use to combat these problems in order to make our communities stronger.
