File a Zoning or Environmental Complaint

COMPLAINT PROCESS

Please take a moment to review the process below for a summary of how we process complaints. This timeline is subject to change without notice based on local orders or ordinances.

INTAKE

Citizens report violations by calling (804) 501-4757 or by online form. Inspectors also canvas their assigned areas for properties in violation of Henrico County Zoning Environmental Ordinances.

INPUT

Staff enters the reported violation in the parcel management software. A case number and inspector are assigned to the complaint.

PROPERTY INSPECTION

Code Compliance Inspectors attempt to visit the property within 3 business days to document the alleged violation. Observations will be recorded and if violations are present, the inspector will leave an educational brochure for the resident.

REINSPECTION

Inspectors will visit the property to follow up on the original complaint. If violations are still present, or new violations are observed, the inspector will record their observations and issue a formal Notice of Violation to the resident and/or property owner (where applicable).

NOTICE PERIOD

The resident and/or property owner will typically have 10 days to remedy the violation. This timeline is subject to change.

Addresses with repeat grass violations within one calendar year can be subject to contractor abatement without further notice.

FOLLOW UP INSPECTION

Inspectors will visit the property to follow up on the Notice of Violation. If violations are still present, or new violations are observed, the inspector will record their observations and may order contractor abatement (for Environmental violations) or proceed with obtaining a summons for court (for Zoning violations).

ONGOING INTERACTION

Inspectors will continually work with the resident and/or property owner to remedy all violations. Our goal is to gain voluntary compliance. In cases where this is not feasible, violators will be subject to abatement fees, or legal action inclusive of monetary fines and judicial orders to comply.

Inspectors may also make referrals to other agencies/non-profit organizations when low income or elderly persons need assistance.
