Police_Permits_Brochure_IconThe Permits Officer is responsible for inspecting taxi cabs and Division authorized tow trucks that operate in Henrico County. In addition, the Permits Officer intermittently conducts taxi and tow vehicle enforcement operations throughout the year to ensure compliance with regulations. This officer also investigates complaints and other concerns regarding towing companies and the services they render. The Permits Officer reviews and processes permits and permit renewals for parades, block parties, marathons, and dance halls as well as applications and renewals for pawn/precious metals and adult businesses.

Concealed Handgun Permits are regulated by the Commonwealth of Virginia and issued by the Circuit Court. The applicant files the application and pays a $50 fee in the Clerk’s Office.

Taxi Permit: There are two (2) types of taxi permit applications available. The most common one is to drive a taxicab and the second is a Certificate of Necessity for Taxicab Owners who are starting a new company. The fees for these applications are $20 and $15 respectively. These fees will be collected when the permits are issued, not when the application is submitted.  Both applications may be picked up at the Public Safety Building in the County Government complex at 7721 East Parham Road.  Applicants must allow 4-6 weeks for processing.

Dance Hall Permit: Applications are obtained from the Police Division. These permits may be permanent or temporary. Please submit your applications a minimum of 30 days prior to the event to allow for processing. Complete your application and mail it to:

Block Party Permit: This application must be accompanied by a petition signed by all property owners in the affected area and must include the names and addresses of all property owners. You must provide a map that includes the roadway to be closed and the surrounding area. Please submit your applications a minimum of 30 days prior to the event to allow for processing.

Parade/Marathon PermitIn accordance with the provisions of Section 22-419 of the Code of the County of Henrico, Virginia, parades, and marathons require authorization to conduct processions in the County of Henrico over the route and under the conditions you will describe in the application.  All applications must be received by the Commander, Quality Assurance a minimum 30 days prior to the event.  If the procession is to traverse or cross any part of the primary highway system, written permission must be obtained from the Resident Engineer, Virginia Department of Highways and attached to this application. If the procession is to form or disband on private property, written consent from the property owner, or their agent, must also be attached to this application.

Precious Metals and Gems Dealer Permit: To become a precious metals and gems dealer in Henrico County, in addition to submitting the application below, you must:

  1. Have scales certified and submit a copy of the certification with the application.
  2. Be fingerprinted and submit it with the application.
  3. Submit a passport-size photo of applicant along with the application.
  4. Submit an original copy of a surety bond in the amount of $10,000, listing the applicant as a precious metals and gems dealer and listing Henrico County as the obligee.
  5. Submit a $200 check for each person applying for the permit. The check must be made out to Henrico County.
  6. Operate their business from a fixed location. Applicants must provide a copy of their lease, which covers a minimum of six (6) months. If the applicant owns the building in which they will operate from, they must supply proof of ownership.

All this documentation must be submitted at the time of application. Please allow 30 – 45 days for all permits to be processed.

Pawnbroker Permit: To become a Pawnbroker in Henrico County, in addition to submitting the application below, you must:

  1. Have scales certified and submit a copy of the certification with the application.
  2. Be fingerprinted and submit it with the application.
  3. Submit a passport-size photo of applicant along with the application.
  4. Submit an original copy of a surety bond in the amount of $10,000, listing the applicant as a precious metals and gems dealer and listing Henrico County as the obligee.
  5. Submit a $200 check for each person applying for the permit. The check must be made out to Henrico County.
