Summary of Actions Taken by the Board on July 29, 2009

Mr. Kaechele led recitation of the Pledge of Allegiance.

Rev. Ed Satterfield, Director of Pastoral Care for Third Presbyterian Church, delivered the invocation.

The Board approved the minutes of the July 14, 2009 Regular and Special Meetings.

MANAGER'S COMMENTS

Henrico Area Mental Health and Retardation Services (HAMHRS) has administered rental assistance vouchers, called Section 8 vouchers, for the Virginia Housing Development Authority since 1990. This program currently assures safe and affordable housing for more than 381 low income persons, most of whom are disabled, and pays $1,539,896 annually in rent on behalf of these persons. It was recently cited by VHDA as a "High Performer" and awarded a $1,000 cash bonus, one of only thirteen in the Commonwealth singled out for recognition. The program is managed by two staff members who are Housing Specialists, Jennifer Boyer and Judi Richardson, and is overseen by Mary Beth Schutte, Program Manager for the Community and Residential Resource Team, and Michelle Johnson, Director for Community Support Services. Michael O'Connor serves as Executive Director of HAMHRS.

The Henrico Chapter of the Police Athletic League, known as Henrico PAL, debuted on August 6, 2007. The mission of Henrico PAL is to provide a high quality and safe environment for at risk youth between the ages of 6 and 15 through educational, athletic, and social programs, while creating a positive relationship between police officers and youth.  John Kilmer, President of Henrico PAL, thanked the Board of Supervisors for its generous support of the organization and presented the Board with paperweights containing the Henrico PAL logo and with copies of the 2007-2008 PAL Progress Report. Noting that Henrico PAL has provided services to over 1,000 Henrico youth, Mr. Kilmer reported on some of organization’s recent accomplishments, including the Johnny Newman Basketball Camp, a "3 on 3" Basketball Tournament, community events, and a summer camp. Joining Mr. Kilmer from the Henrico PAL Board were Donald Blake, Membership Chairperson; Johnny Newman, Program Chairperson; Col. Henry Stanley, Jr. and Frank Thornton, Executive Board members; and Sgt. Kenny Ragland, Executive Director. Mr. Kaechele represented the Board of Supervisors during the presentation.

BOARD OF SUPERVISORS' COMMENTS

Mrs. O'Bannon announced the unveiling of a new Henrico County lapel pin containing a special logo symbolizing the County's 400th anniversary in 2011 and remarked that activities and events are being planned to celebrate the anniversary.

RECOGNITION OF NEWS MEDIA

Mr. Kaechele recognized Katherine Calos from the Richmond Times-Dispatch.

PRESENTATIONS

Mr. Glover presented a proclamation recognizing August 1 - 7, 2009 as Clown Week. Accepting the proclamation were Barbara "Butterfly McPeace" Mann, 2009 Clown Week Chair for Virginia Alley #3 of the Clowns of America International, Inc. (COAI), and Barbara "Sweet Thang" Cox, Mideast Region Ambassador for COAI. Joining them were Michael "Bonkers" Cox, Sergeant at Arms of COAI and President of Virginia Alley #3; and Eric "Recycle" Seidel, Ashley "Sashay" Womack, and Sissy "Pipsqueak" Womack, members of Virginia Alley #3.

Mrs. O'Bannon presented the resolution to Sgt. William Scott, Post Advisor. Joining him were Officer James Bupp, Post Associate Advisor; Explorer Sgt. Elijah Bane; Explorers Blake Jones and Michael Englehart; Col. Henry Stanley, Jr., Chief of Police; Maj. Mary Ellen Fahed; Assistant Chief for Special Operations; Capt. Peter McRae, Commanding Officer for Community Services; Lt. Michael Palkovics, Commander of School Services; and Sgt. Kenneth Ragland, Executive Director of PAL.
