Summary of Actions Taken by the Board on September 23, 2008

 

Mr. Kaechele led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Dr. Donald F. Runion, Jr., Senior Pastor, Mount Vernon Baptist Church, provided the invocation.

 

The Board approved the minutes of the September 9, 2008 Regular and Special Meetings.

 

MANAGER’S COMMENTS

Henrico Police Explorer Post #608 was one of many law enforcement Explorer posts from Virginia, Tennessee, and South Carolina to converge on Goose Creek, South Carolina July 7 – 13, 2008 to compete at the South Carolina State Explorers Conference.  Post #608 Explorers Caleb Fields and Ariel Ruffin won first place in the Arrest Warrant competition, while Explorers Gabe Stewart and Elijah Bane placed first in the Drug Search Warrant competition.  Also, during the week of July 21 – 26, 2008, Post #608 traveled to Fort Collins, Colorado for the biennial National Law Enforcement Exploring Conference.  Post #608 Explorers Ariel Ruffin, Caleb Fields, Gabe Stewart, Stephen Beasley, and Zach Brooks participated with over 3,000 other Explorers from across the United States in various law enforcement related events and earned a second place trophy in the Shoot-Don’t Shoot competition.  Law Enforcement Exploring is a program of Learning for Life, a subsidiary of the Boy Scouts of America, which offers career opportunities, leadership experience, life skills, service learning, and character education to young adults ages 14 to 21.  Col. Henry W. Stanley, Jr., Chief of Police, recognized the following Explorer advisers and assistants from the Henrico Division of Police who work with Post #608:  Sgts. Ken Ragland and Bill Scott; and Officers James Bupp, Michelle Harper, and Aaron Thompson. 

 

Prior to the Board’s afternoon work session, the County held a reception for recipients of 2008 National Association of Counties Achievement Awards.  For each of the past three years, Henrico has led all counties in the Commonwealth of Virginia in the number of these awards earned.  The County received 18 NACo Achievement awards this year, 6 for school programs and 12 for general government programs.  The new and innovative County programs recognized annually by NACo make a difference in the quality of life of Henrico citizens and the services provided by the County.  Mr. Kaechele congratulated the County’s department heads and school district and commented that these 18 awards are a great honor.  

 

BOARD OF SUPERVISORS’ COMMENTS

Mrs. O’Bannon recognized the following Boy Scouts from Troop 776, sponsored by the Columbian Center, who were observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge:  Ward Prescott, Karthik Ramesh, Josh Williams, and Michael Viray.  Joining them was merit badge counselor and troop committee member Tim Chase.     

 

Mr. Donati complemented the Division of the Recreation and Parks for the great job that this agency does for the County, including the coordination of activities and maintenance of facilities at Dorey Park.

 

RECOGNITION OF NEWS MEDIA

Mr. Kaechele recognized Melodie Martin from the Richmond Times-Dispatch and Dan Grudovich from WRIC-TV 8.

PRESENTATIONS

 

Mrs. O’Bannon presented a proclamation recognizing October 5 - 11, 2008 as Paralegals’ Week. Accepting the proclamation was Edward G. “Garry” Soles, a paralegal in the County Attorney ’s Office.  Joining him was Pamela J. Otey, another paralegal in the Office.

 

Mr. Thornton presented a proclamation recognizing October 6 – 10, 2008 as Customer Service Week.  Accepting the proclamation was George H. Cauble, Jr., Director of Human Resources.

 

Mr. Kaechele presented a proclamation recognizing October 12 – 18, 2008 as Energy Conservation Awareness Week. Accepting the proclamation was Jerry L. Walker, Energy Manager for the Department of General Services.  Joining him was Paul N. Proto, Director of General Services.

 

Mr. Donati presented a proclamation recognizing October 2008 as Cooperative Extension Month. Accepting the proclamation was Leonard O. Morrow, Chair of the Henrico Extension Leadership council.  Joining him was Karen F. Carter, County Agent for Virginia Cooperative Extension.

 

Mr. Glover presented a proclamation recognizing October 2008 as Henrico History Month. Accepting the proclamation was Sarah W. Pace, President of the Henrico Historical Society.
