Summary of Actions Taken by the Board on April 10, 2007

 

Mr. Donati led the Board, staff, and public in reciting the Pledge of Allegiance.

PUBLIC HEARING

Resolution for Adoption of Operating and Capital Annual Fiscal Plans For Fiscal Year 2007-08 and Allocation of Car Tax Relief for Tax Year 2007.

 

 

The Board approved the minutes of the March 27, 2007 Regular and Special Meetings.

 

BOARD OF SUPERVISORS’ COMMENTS

Mrs. O’Bannon recognized the following students from Dr. Vincent Wei-cheng Wang’s Political Science Research Methods class at the University of Richmond, who were present for the public hearing on the annual fiscal plans to gain a better understanding of local politics as well as hone their skills in empirical observation and field research:  Jennifer Boylan, Jeremy Guennet, Michael Herbert, Kendra Lahue, John McElhenney, Patrick Nurkin, Tyler Randol, Jordan Snelling, and Michael Webb.  Dr. Wang, an Associate Professor of Political Science and International Studies, was also in the audience during this public hearing. 

 

Mr. Kaechele recognized David Raouf from Boy Scout Troop 736, sponsored by St. Michael’s Catholic Church, who was observing the meeting with Dash Kochhar and Ranson Kochhar, two visiting Scouts from Troop 46, sponsored by Siler Presbyterian Church in Wesley Chapel, North Carolina.  David is Mr. Kaechele’s grandson.  Dash and Ranson are former Henrico County residents who are working on their Communications and Citizenship in the Community Merit Badges.     

 

Mr. Glover expressed serious concerns regarding an amendment by Governor Tim Kaine to a transportation bill approved by both houses of the 2007 Virginia General Assembly.  The Governor’s amendment removed language contained in the bill that would have increased State funding to the County for road maintenance by $11 to $18 million per year, an amount that is equivalent to approximately five cents on the County’s real estate tax rate.  Mr. Glover requested that the County continue to pursue obtaining these additional funds from the State and suggested that Henrico citizens should be appalled by the Governor’s action.  He pointed out that Senator Walter Stosch has been helpful to the County over the years on transportation funding issues. Mr. Kaechele joined Mr. Glover in noting the longstanding disparity between the per lane mileage maintenance payments received by Henrico County versus Arlington County.  Mr. Donati and Mrs. O’Bannon also commented on this matter.   

 

RECOGNITION OF NEWS MEDIA

Mr. Donati recognized Melodie Martin from the Richmond Times-Dispatch and noted that Tom Lappas from the Henrico Citizen was present for the budget public hearing on the annual fiscal plans.

 

PRESENTATIONS

Mrs. O’Bannon presented a proclamation recognizing April 15 – 21, 2007 as Library Week.  Accepting the proclamation was Harmohinder P. Singh-Sandhu, Chairman of the County’s Library Advisory Board.  Joining him were Gail A. Atkins, Recording Secretary of the Library Advisory Board, and Gerald M. McKenna, Director of Libraries for the County.

 

Mr. Kaechele presented a proclamation recognizing April 15 – 21, 2007 as Volunteer Week.  Accepting the proclamation was Rhonda R. Majzer, Volunteer Coordinator for the County’s Department of Human Resources.  Joining her was George H. Cauble, Jr., the County’s Director of Human Resources.

 

Mr. Donati presented a proclamation recognizing April 22 – 28, 2007 as Administrative Professionals Week.  Accepting the proclamation was Sally L. Ferrell, President of the Virginia Division of the International Association of Administrative Professionals and Business Supervisor for the County’s Department of Public Works.  Joining her was DaNika N. Robinson, CPS, President of the Old Dominion Chapter of the International Association of Administrative Professionals and Director of Finance and Continuing Education for Virginia Commonwealth University’s Department of Nurse Anesthesia.
