MANAGER’S COMMENTS

For the 21st consecutive year, the Henrico County Department of Finance’s Office of Management and Budget has prepared a financial report prior to examination of the operating budget for the subsequent fiscal year.  This unique Financial Trend Monitoring System document analyzes existing economic conditions in Henrico County through the use of 28 financial indicators and is updated annually to provide the Board with historical information over an 11-year period.  Henrico County is one of only a handful of local governments in the nation that produces this report prior to delving into the annual budget.

The Henrico County Division of Fire has received the 2006 “Best Practices in Fire Service Health and Safety Award” from the Virginia Fire Chiefs Association (VFCA).  Chief Ronald L. Mastin accepted the award, including a $500 cash donation, on behalf of his agency at VFCA’s 2007 Mid-Atlantic Expo and Symposium held in Virginia Beach on February 24.  The Division of Fire was the only career fire department honored by VFCA and was recognized for “Project Impact,” a department-wide training program that placed firefighters and uniformed lieutenants in a simulated environment so they could practice the action steps and decision-making processes necessary to improve their odds of escaping a burning commercial structure.  Mr. Donati presented an award plaque at the Board meeting to Chief Mastin and the following Division of Fire employees who were instrumental in the agency’s award-winning effort:  Training Division Chief Ed Smith, Capts. William Poston and Chris Buehren, and Lt. Tony McDowell.
