Summary of Actions Taken by the Board on August 9, 2005

 

Mr. Thornton led the Board, staff, and public in reciting the Pledge of Allegiance.

 

Rev. Chester Smith, Pastor, Bethlehem Baptist Church, provided the invocation.

 

The minutes of the July 26, 2005 Regular Meeting were approved.

 

MANAGER’S COMMENTS

Governor Mark Warner has appointed Reta Busher, the County’s Director of Finance, to serve as an inaugural member of the Virginia National Defense Industrial Authority Board of Directors for a three-year term ending June 30, 2008.  The Authority’s mission is to ensure that the Commonwealth of Virginia and its political subdivisions have the necessary economic development tools and support to partner with the United States military as national defense activities located in the Commonwealth undergo transformation.  The 16-member Board of Directors overseeing the Authority includes ten gubernatorial appointments and six General Assembly appointments. 

 

BOARD OF SUPERVISORS’ COMMENTS

 

Karen Hamilton, a resident of the Three Chopt District, expressed concerns regarding the County’s compliance with the Federal Migratory Bird Act, the pace of development in the County, and increasing traffic in the Short Pump area.

 

Wilmer Stoneman, III, a resident of the Varina District and representative of the Varina Athletic Association, noted that the Babe Ruth Softball 16 & Under World Series will be held at Dorey Park on August 11 – 19, 2005.  He thanked Mr. Donati, Mr. Hazelett, and the County’s Division of Recreation and Parks for their assistance in hosting this national tournament.  Debra Horn, Vice-President of Planning and Development for the Babe Ruth League’s national office, presented a plaque to Mr. Donati and Mr. Thornton expressing her organization’s appreciation to the County.  Jeffrey Montgomery, President of the Varina Athletic Association, added his appreciation and presented baseball caps and visors to the members of the Board of Supervisors and Mr. Hazelett.

 

Mrs. O’Bannon recognized Farrar Pace and Thomas Crenshaw from Boy Scout Troop 444, sponsored by Reveille United Methodist Church, who were observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge.  Joining the Scouts was Anne Pace, a member of the Troop Committee and Farrar’s mother.

 

Mr. Thornton recognized Brandon Nicholds from Boy Scout Troop 777, sponsored by Hungary Creek Middle School, who was observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge.  Joining Brandon was his mother, Becky Nicholds.  Mr. Thornton also recognized Trey Kern from Boy Scout Troop 747, sponsored by Gayton Baptist Church, who was observing the meeting to fulfill a requirement for the Citizenship in the Community Merit Badge.  Joining Trey was Tom Kern, a member of the Troop Committee and Trey’s father.

 

Mr. Thornton complimented Mrs. O’Bannon on the informative reports she submitted to the Board after returning from her recent travels in Germany as a member of a National Association of Counties (NACo) fact-finding delegation sponsored by Siemens Corporation. Mrs. O’Bannon pointed out that she was one of 11 local government officials invited by NACo to observe high-speed rail systems and that she had also sent reports to the County’s Congressional delegation.  Mr. Thornton stressed the importance of public officials avoiding provincial thinking by visiting areas outside their own local jurisdictions.        

 

RECOGNITION OF NEWS MEDIA

Mr. Thornton recognized Olympia Meola from the Richmond Times-Dispatch and Jonathan Spiers from the Henrico County Leader.

 

PRESENTATIONS

Mr. Thornton presented a proclamation recognizing September 2005 as Alcohol and Drug Addiction Recovery Month.  Accepting the proclamation were Thomas Kirkup, Vice-Chairman, Henrico Area Mental Health and Retardation Services Board; Michael O’Connor, Executive Director, Henrico Area Mental Health and Retardation Services Board; The Honorable Gary Hicks, Judge, Henrico County Circuit Court; Trina Lewis, Administrator, Drug Court Program, Henrico County Circuit Court; Kimberly Dandridge, a graduate of the County’s Drug Court Program; and The Honorable Michael Wade, Henrico County Sheriff. 

 

Mr. Glover presented a proclamation recognizing September 5 – 9, 2005 as Payroll Week.  Accepting the proclamation were Reta Busher, Director of Finance, and Christine Chen, Payroll Supervisor for the Department of Finance’s Accounting Division. Joining them were Mary Ann Gehm and Marta Sorensen from the Department of Finance’s Accounting Division, and Regina Windsor from the Department of Finance Administration.
