Summary of Actions Taken by the Board on June 22, 2004

Rev. Rick McDaniel, Senior Pastor, Glen Allen Community Church, provided the invocation.

The minutes of the June 8, 2004 Regular and Special Meetings were approved.

MANAGER'S COMMENTS

The American Legion sponsors an annual National High School Oratorical Contest for the purpose of encouraging high school students to develop a deeper knowledge and appreciation of the Constitution of the United States. Other objectives of the contest include the development of leadership qualities, the ability to think and speak clearly and intelligently, and the preparation for acceptance of the duties, responsibilities, rights, and privileges of American citizenship. Earlier this year, two County officials assisted with The Virginia American Legion - Eleventh District High School Oratorical Contest. Angela N. Harper, Deputy County Manager for Special Services, helped judge the district competition at Highland Springs High School on February 7. Patricia S. O'Bannon, Chairman of the Board of Supervisors, served as a judge in the regional competition at the same location on February 21. Herbert W. Cooper, the Eleventh District Oratorical Chairman, presented certificates of appreciation to Ms. Harper and Mrs. O'Bannon on behalf of The American Legion Department of Virginia.

BOARD OF SUPERVISORS' COMMENTS

Mr. Thornton commented that he had received a number of calls during the past several weeks regarding the need for summer youth programs in eastern Henrico that offer employment opportunities, structured activities, and character molding. He noted that there had been recent reports of youth gangs entering the area and suggested that the County take a proactive approach toward this problem in partnership with local businesses.

Mrs. O'Bannon recognized Nicholas Weishaar from Boy Scout Troop 728, sponsored by the West Richmond Church of the Brethren, who was observing the meeting to fulfill a requirement for his Communications Merit Badge. His father and Scoutmaster, Gary Weishaar, was also present.

Mrs. O'Bannon recognized Matson Roberts, Jr. from Boy Scout Troop 799, sponsored by Trinity United Methodist Church, who was observing the meeting to fulfill a requirement for his Citizenship in the Community Merit Badge. His father, Matson Roberts, was also present.

Mrs. O'Bannon recognized Robert Dwyer, a rising senior at Douglas S. Freeman High School's Center for Leadership, Government, and Global Economics. She noted that this program requires 160 hours of field experience, which Rob will fulfill by interning with the County during the summer. Mrs. O'Bannon is serving as Rob's mentor for this internship.

Mrs. O'Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.

Resolution of Appreciation - The Rotary Club of Innsbrook. Mr. Kaechele presented the resolution to Charles Moncure, President of The Rotary Club of Innsbrook, in acknowledgement of the membership's volunteer efforts and partnership with local businesses and the County of Henrico to serve our community and the children of Coal Pit Learning Center.

Sharon Francisco, Chairperson of the Keep Henrico Beautiful Awards Subcommittee, was joined by members of the Board of Supervisors and the following members of the Keep Henrico Beautiful Committee in recognizing selected Henrico County residents and businesses for their beautification projects: Christina Harris, Chairperson; M. J. Cline; Doris Davis; Patricia Kelsey Schultz; and Michaele Upshur. Land Lover Awards were presented to the following residents: Joyce Brannon and family friend Bill Michie (Brookland); Daniel and Kerry Ayers (Fairfield); Steve and Ellen Bradley, and daughter Madison (Three Chopt); and Cynthia and Claude Seal (Tuckahoe). Richard and Sandra Wilson (Varina), who were not in attendance, were also Land Lover Award recipients. Clean Business Awards were presented to the following businesses: Ted Lansing Corporation (Brookland), represented by Dave Clark, Corporate Safety Manager, and Wayne Snead, Snead Landscaping; Westminster Canterbury Richmond (Fairfield), represented by Bill King, Vice President and Director of Marketing, Carolyn Raskind, Director of Public Relations, and Rev. DeWitt H. Loomis, First Vice President of the Westminster Canterbury Richmond Residents' Association; Child Development Center at Wyndham (Three Chopt), represented by Nancy Warner, Garden Coordinator, on behalf of Debbie Hungerford, owner; and Arby's Store #5370 (Varina), represented by Tiffany Chadwick, Team Leader. Kentucky Fried Chicken & Long John Silver's, Patterson Avenue (Tuckahoe), which did not have representatives in attendance, was also a Clean Business Award recipient.
