Summary of Actions Taken by the Board on May 11, 2004

Rev. Robert W. Marker, Associate Pastor, Monument Heights Baptist Church, provided the invocation.

The minutes of the April 27, 2004 Regular and Special Meetings were approved.

MANAGER'S COMMENTS

On May 19, 2004, R. Joseph Emerson, Jr. and David D. O'Kelly, Jr. will assume new responsibilities in the County's recently reorganized Department of Planning. Mr. Emerson, who has been with the Henrico Planning Office for two years and has nearly 20 years of local government experience with four Virginia counties, will occupy the position of Assistant Director of Comprehensive Planning and Administration. Mr. O'Kelly has 36 years of experience in the Henrico Planning Office, including 27 years in supervisory level positions in the Community Development and Comprehensive Planning Divisions, and will hold the position of Assistant Director of Plan Review and Code Support.

On May 4, 2004, the County's Water Reclamation Facility Manager, Mark W. Prentice, was awarded the Water Environment Federation's (WEF's) prestigious Arthur Sidney Bedell Award in recognition of his extraordinary service of 20 years to the organization's Virginia chapter, including a term as President in 1999-2000. The WEF is an international association of professionals who work to preserve and enhance the world's water environment.

In addition to managing the operation and maintenance of the County's 60 million gallon per day treatment facility and overseeing the County's laboratory and industrial waste monitoring programs, Mr. Prentice serves as a lieutenant colonel in the United States Air Force Reserve and is currently on active duty in Iraq. On March 12, 2004, Lt. Col. Prentice and his crew with the 758th Airlift Squadron flew an American flag from Kuwait's Ali Al Salem Air Base into Baghdad during a C130-H combat mission supporting America's war on terrorism, Operation Iraqi Freedom, and Operation Enduring Freedom. Carol Isenhour, the County's Acting Water Reclamation Facility Manager, presented the flag and an accompanying certificate to the Board of Supervisors on behalf of Lt. Col. Prentice. Mrs. O'Bannon accepted this noteworthy gift on behalf of the Board.

BOARD OF SUPERVISORS' COMMENTS

Mr. Thornton recognized Mike Dunavant, a U. S. History and Government Teacher in Henrico High School's International Baccalaureate program, who was observing the meeting.

Mrs. O'Bannon recognized the following students from Douglas S. Freeman High School, who were observing the meeting for their Government class: Matt Atkinson, Lindsay Buhman, Michelle Coffey, Ashley Gordon, Elizabeth Hatzimanolis, Gina Harp, Catherine Lingerfelt, and Jenny Tarasova.

RECOGNITION OF NEWS MEDIA

Mrs. O'Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.

PRESENTATIONS

Mrs. O'Bannon presented a proclamation recognizing May 16 - 22, 2004 as Emergency Medical Services Week. Accepting the proclamation was Chip Decker, President of the Henrico County Association of Volunteer Rescue Squads. Joining him was Tom Wilson, a member of the Tuckahoe Rescue Squad.

Mr. Thornton presented a proclamation recognizing May 16 - 22, 2004 as Public Works Week. Accepting the proclamation was Lee Priestas, Assistant Director of Public Works.

Mr. Donati presented a proclamation recognizing May 23 - 29, 2004 as Internal Auditor Week. Accepting the proclamation was Christie Arrington, President-Elect of the Central Virginia Chapter of The Institute of Internal Auditors. Joining her from the County of Henrico were Gary Martin, Director of Internal Audit; and Judy Poore and David Hubley, Auditors III.
