Summary of Actions Taken by the Board on April 27, 2004

Mr. George T. Drumwright, Deputy County Manager for Community Services, provided the invocation.

The minutes of the April 13, 2004 Regular and Special Meetings were approved.

MANAGER'S COMMENTS

The new Henrico County Water Treatment Plant, located near the intersection of Gaskins and Three Chopt Roads and planned since 1987, began producing drinking water at 10:00 a.m. on Monday, April 26, 2004. The plant is initially providing 18 million gallons per day but has the capacity to provide up to 55 million gallons per day for the County's public water customers. This $185 million project was entirely funded by the County's Water and Sewer Enterprise Fund. Mr. Hazelett led the members of the Board of Supervisors in raising a toast to the new plant.

PUBLIC COMMENTS

Joe Cacciotti, a resident of Chesterfield County, advocated that Henrico and Chesterfield Counties and the City of Richmond seek legal action against the Richmond Baseball Initiative (RBI) to recover any rising costs and expenses that these jurisdictions may incur as a result of delays in planned renovations to The Diamond.

Deanna Walden, a resident of the Varina District, expressed concerns about overcrowding at Sandston Elementary and Fairfield Middle Schools and voiced support for construction of a new eastern area middle school by 2006.

Teresa Gorman, a resident of the Varina District, expressed concerns about overcrowding at John Rolfe Middle School and also voiced support for construction of a new eastern area middle school by 2006.

BOARD OF SUPERVISORS' COMMENTS

Mr. Kaechele recognized James Finney from Boy Scout Troop 770, sponsored by River Road Presbyterian Church.

Mrs. O'Bannon recognized the following students from Douglas S. Freeman High School, who were observing the meeting for their Government class: Matt Atkinson, Merritt Droste, Gina Harp, Sarah Irby, and Jenny Tarasova.

Mrs. O'Bannon recognized Dr. Nelson Wikstrom, who recently authored the book County Manager Government in Henrico, Virginia.

RECOGNITION OF NEWS MEDIA

Mrs. O'Bannon recognized the presence of Jim Mason of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, Jonathan Spiers of the Henrico County Leader, and Minnie Roh and Matt Neese of WWBT-TV 12.

PRESENTATIONS

Mrs. O'Bannon presented a proclamation recognizing May 2 - 8, 2004 as Correctional Officers Week. Accepting the proclamation was Sheriff Michael L. Wade. Joining him from the Henrico Sheriff's Office were Chief Deputy Merle Bruce; Maj. Douglas Herbert, Jail East Administrator; Maj. Carlos Talley, Administrative Services; Capt. J. Tom Lobrano, Jail East Commander; Capt. Robert Lowry, Jail West Commander; Capt. Paul Edwards, Jail West Programs and Services Commander; Capt. Carl Pendell, Support Services Commander; Sgt. Edwin Whitlock, Circuit Court Supervisor; and Deputy Charles Cook, Jury Officer.

Mr. Thornton presented a proclamation recognizing May 9 15, 2004 as Law Enforcement Officers Week and May 10, 2004 as Law Enforcement Officers Memorial Day. Accepting the proclamation was Col. Henry W. Stanley, Jr., Chief of Police. Joining him from the Henrico Division of Police were Maj. Mary Ellen Fahed, Assistant Chief of Police for Community Operations, Uniform; Capt. J. B. Fitzgerald, Commanding Officer, Uniform Operations, Evening Watch; Capt. J. P. Meade, Commanding Officer, Organized Crime Section; Capt. J. W. Stem, Commanding Officer, Criminal Investigations; Capt. A. K. Winderweedle; Commanding Officer, Uniform Operations, Day Watch; Lt. D. C. Trice, Uniform Operations; and Officers T. A. Alvis, R. S. Augustine, S. L. Nelson, and J. B. Norfleet.
