Summary of Actions Taken by the Board on April 13, 2004

Chaplain Wade Richmond provided the invocation.

The minutes of the March 23, 2004 Regular and Special Meetings were approved.

BOARD OF SUPERVISORS COMMENTS

Mrs. OBannon announced that earlier in the day she had attended the third annual Community Conference on Domestic Violence, co-sponsored by the Henrico County Coalition Against Domestic Violence and Henrico Doctors Hospital. The conference was held at the Sheraton Park South Hotel in Chesterfield County.

Mr. Kaechele pointed out that National County Government Week would be observed April 18 24, 2004. He noted that Henrico Countys Public Relations & Media Services Department had developed and printed a brochure advising the public of this observance and summarizing county government services on which Henrico citizens depend.

Mrs. OBannon recognized two fifth grade students from Collegiate School, John Charles Wood and Thomas Ware, who were present to observe the public hearing on the FY 2004-05 operating and capital annual fiscal plans. Master Wood is also a Boy Scout with Troop 799, sponsored by Trinity United Methodist Church.

RECOGNITION OF NEWS MEDIA

Mrs. OBannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.

PRESENTATIONS

Mr. Kaechele presented a proclamation recognizing April 18 24, 2004 as Administrative Professionals Week. Accepting the proclamation on behalf of the International Association of Administrative Professionals (IAAP) was Sally Ferrell, Business Supervisor for the Henrico County Department of Public Works, Virginia Division Treasurer for IAAP, and Past President of IAAPs Old Dominion Chapter. Joining her were DaNika Robinson, Program Support Technician for the Virginia Commonwealth University Cancer Center and Chapter Co-Chairman of Administrative Professionals Week; Michelle Jackson, Executive Assistant for the Virginia Housing Development Authority and Chapter Co-Chairman of Administrative Professionals Week; and Kay McOsker, Secretary for the Department of Public Utilities and Chapter Assistant Treasurer.

Mrs. OBannon presented a proclamation recognizing April 18 24, 2004 as Crime Victims Rights Week. Accepting the proclamation was Shelly Shuman-Johnson, Victim/Witness Director for the Henrico County Commonwealths Attorneys Office. Joining her from the Countys Victim/Witness Program staff were Nikki Johnson, Program Coordinator; Nicole Mayton, Victim Advocate; and Jenelle Kirkpatrick, Program Assistant.

Mr. Thornton presented a proclamation recognizing April 18 24, 2004 as Library Week. Accepting the proclamation from the Countys Library Advisory Board were Vice Chairperson Ann Kutz and Tuckahoe District representative Anne Sterling. Joining them was Gerald McKenna, Director of Libraries.

Mr. Glover presented a proclamation recognizing April 18 - 24, 2004 as Volunteer Week. Accepting the proclamation was Rhonda Majzer, Volunteer Coordinator for the Countys Department of Human Resources. Joining her was George Cauble, Jr., Director of Human Resources.

Mr. Donati presented a proclamation recognizing April 25 May 1, 2004 as Soil and Water Stewardship Week. Accepting the proclamation was Charles Curry, Secretary/Treasurer of the Henricopolis Soil & Water Conservation Board of Directors. Joining him from the Conservation Board were Gatewood Stoneman, Director At-Large, and Karen Carter, Director. Also participating was Stu Doetzer, Urban Conservationist for the Henricopolis Soil and Water Conservation District.
