Summary of Actions Taken by the Board on March 9, 2004

The minutes of the February 24, 2004 Regular and Special Meetings were approved.

MANAGER’S COMMENTS

Governor Mark Warner has proclaimed March 16, 2004 as “Tornado Preparedness Day” in the Commonwealth of Virginia.  In view of this observance, Henrico County Public Schools will conduct drill exercises throughout the day and the Divisions of Fire and Police will host a seminar that evening at Moody Middle School concerning the responsibilities of these two agencies during a tornado event.   The target audience for the seminar, which is being coordinated by Captain Chris Buehren in the Division of Fire’s Office of Emergency Services, is public-safety volunteer groups such as Neighborhood Watch, the Community Emergency Response Team (CERT), Seniors and Law Enforcement Together (SALT), and current and past participants in the Citizen’s Fire and Police Academies.     

PUBLIC COMMENTS

The following persons addressed the Board to advocate expansion of the Greater Richmond Transit Company (GRTC) Lakeside Connector bus route to Azalea Avenue, the Virginia Rehabilitation Center for the Blind and Vision Impaired (VRCBVI), and housing developments along Chamberlayne Avenue: James McDonald, member of the Virginia Disability Commission; Mark Cobb, Virginia Commonwealth University student and VRCBVI user; Penny Kerns, VRCBVI user; and Michelle Devastey, Manager of Richfield Place Apartments.

BOARD OF SUPERVISORS’ COMMENTS

Mr. Glover recognized the following Boy Scouts from Troop 795, sponsored by Glen Allen Baptist Church, who were observing the meeting to fulfill a requirement for their Citizenship in the Community merit badge:  Taylor Boyd, Ben Dessart, Justin Dessart, John Ferguson, Mark Kida, John Kizer, Tom Kizer, Mason Ramsey, Alex Smythers, Alton Trainum, and Daniel Watling.  Joining them were troop leaders Jerry Ferguson, Wade Kizer, and Bob Smythers.

RECOGNITION OF NEWS MEDIA

Mrs. O’Bannon recognized the presence of Nicole Johnson of the Richmond Times-Dispatch, Tom Lappas of the Henrico Citizen, and Jonathan Spiers of the Henrico County Leader.

PRESENTATION

Mrs. O’Bannon presented a proclamation recognizing March 2004 as Purchasing Month.  Accepting the proclamation was Cecelia Stowe, Purchasing Manager for the County’s Department of General Services.  Joining her from the Purchasing Section were Senior Buyers Yvonne Daniel, Carolyn Efford, and Sara Walters.
