Paul Proto, Director of General Services, joined Ms. Kadash in accepting the certificate. The following representatives of FEMA presented the certificate on behalf of the President and his administration: Lou Botta, FEMA Federal Coordinating Officer (FCO); Michele Savage, FCO’s Chief of Staff; Herb Adrian, Deputy Chief of Logistics; and Frank Huff, Support Services Specialist. Also participating in the presentation was Brett Burdick, Deputy State Coordinating Office for the Commonwealth of Virginia.
James W. Stewart III, Executive Director of Henrico Area Mental Health and Retardation Services (MH/MR), has accepted an appointment by Governor Mark Warner to a four-year term as Inspector General of the Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services. He will assume his new duties on February 1, 2004 after 26 years with the County as head of MH/MR. Established by the Virginia General Assembly in 2000, the Office of Inspector General is charged with overseeing inspections and making policy and operational recommendations for mental health, mental retardation, and substance abuse facilities and service providers throughout the Commonwealth. Mr. Stewart expressed appreciation to the Board of Supervisors and Mr. Hazelett for the professional opportunity that had been afforded him by the County.
