One of the functions of Employee Health Services is to perform periodic surveillance examinations for County employees. Information about each surveillance program is listed below.
Bloodborne Pathogen Program
Prevention: Employee Health Services (EHS) provides Hepatitis B vaccinations for employees in positions at risk of exposure to bloodborne pathogens (e.g. Hepatitis B, C and HIV). Those specified positions are identified by Risk Management and can be found in the County of Henrico Control of Bloodborne Pathogen Plan in the Employee Safety Manual (currently being revised).
Post-Exposure: EHS or Henrico Doctors’ Hospital—Parham (HDH-Parham) provides initial medical evaluation of exposure incidents to determine the level of risk and implement the appropriate treatment protocols. Care is provided in accordance with the Occupational Safety and Health Administration (OSHA) and Virginia Occupational Safety and Health (VOSH) 1910.1030 Bloodborne Pathogens Standard. After initial evaluation, all follow-up care is provided thru EHS. See Henrico County’s Procedure for Evaluation of Body Fluid Exposure.
Drug and Alcohol Testing Program
Henrico County’s drug and alcohol testing program is administered in accordance with the Department of Transportation Federal Highway Administration Regulations and the Drug-Free Workplace Act of 1988. EHS is responsible for coordinating the random drug and alcohol testing, as well as pre-employment drug testing. The drug and alcohol tests are performed at Henrico Doctors’ Hospital—Parham, Occupational Health Services. Hearing Conservation Program
EHS is responsible for the testing component of the OSHA Occupational Noise Exposure Standard 29 CFR 1910.95. Testing consists of baseline and annual hearing tests for designated employees exposed to harmful noise levels in their work environment. Details of the County’s program can be found in the Employee Safety Manual (currently being revised).
Rabies Protection Program
The Rabies Protection Program is provided by EHS for designated employees within the Animal Protection Division of the Henrico County Police Department. The program is based on the recommendations of the Centers for Disease Control (CDC) and the Virginia State Health Department. EHS provides the vaccination series, immunity screening and refers post-exposure evaluation and treatment to Henrico Doctors’ Hospital—Parham.
Respiratory Surveillance Program
EHS is responsible for the respiratory medical evaluation for designated employees that fall under the OSHA Respiratory Protection Program requirements of Regulation 29 CFR 1910.134. This regulation was established to protect employees working in hazardous work environments. The County’s compliance plan can be found in the Employee Safety Manual (currently being revised).
