Section 36-105 of the Code of Virginia authorizes localities to charge fees for administration and enforcement of the Virginia Uniform Statewide Building Code. On April 23, 2013 the Henrico Board of Supervisors adopted the following permit fee revisions to be charged for the construction of new structures and alterations to existing structures. These new permit fees are effective on October 1, 2013.
Building Permit Fees
New one- and two- family dwellings: $680.00
Decks, porches, sheds, garages,
swimming pools, demolition, additions
and other appurtenances to
One- and Two- Family Dwellings: $100.00 + $6.00/$1,000 of value over $5,000*
All Other Building Permits including
Signs and Moving or Demolition
of structures: $100.00 + $7.00/$1,000 of value over $5,000*
Electrical, Plumbing, Mechanical & Fire Protection Permit Fees
New One-and Two-Family Dwellings: $100
Existing One- and Two-Family Dwellings: $100.00 + $6.00/$1000 of value over $5000*
All other Trade Permits: $100 + $7.00/$1000 of value over $5000*
*Estimated value shall be based on the cost of labor and materials charged to the owner for the installation, alteration, replacement or repair work.
Inspection Surcharge Fee
Also effective October 1, 2013, the adopted ordinance replaces the $25.00 re-inspection fee with an inspection surcharge fee of $75.00 for each inspection of new one- and two- family dwellings that exceeds the average total number of inspections for such structures. The surcharge fee is applied based on the total number of inspections that are performed by all disciplines (i.e. building, plumbing, electrical, mechanical, etc.). The average total number of inspections for one- and two-family dwellings is calculated on July 1st of the current calendar year (the end of the County’s fiscal year). The inspection surcharge fee will be assessed after completion of all final inspections and prior to issuance of the permanent Certificate of Occupancy for each dwelling. As of July 1, 2013, the average total number of inspections for one-and two-family dwellings without a fire suppression system is 37, and for those dwellings with a fire suppression system the average is 46. Effective October 1, 2013, any new one- and two-family dwelling without a fire suppression system that requires more than 37 inspections for issuance of the Certificate of Occupancy will be assessed the inspection surcharge fee of $75 for each additional inspection. If a fire suppression system is installed the $75 inspection surcharge will be assessed when more than 46 inspections have been performed. The total average number of inspections will be recalculated on July 1, 2014 and a notice will be issued at that time advising on the implementation of the new averages.
Abandoned and Expired Permits and Permit Applications
Section 108.8 and 110.6 of the Virginia Uniform Statewide Building Code (USBC) provides that permits, and applications for permits, become invalid if the work proposed on the permit has not commenced or has been abandoned within 6 months of submittal of the application or issuance of the permit. Any permit applications filed after October 1, 2013 to reinstate permits or permit applications that are deemed invalid by Sections 108.8 or 110.6 of the USBC shall be subject to the new permit fees.
State Permit Fee Levy
The revised permit fees do not include the calculation of the 2% permit fee levy that is required to be charged in accordance with Section 107.2 of the Virginia Residential Code.
New Permit Applications
New permit applications which include the revised permit fees will be available prior to October 1, 2013 from the Department of Building Construction and Inspections and the Permit Center by visiting our offices or our web site at henrico.us/bldg.
